Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars: 

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery. 
  • Pillar 2: Better sub-national governance for service delivery. 
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups. 

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
This position is a short-term consultancy (STC) for up to 90 days between May and November 2026. The Senior English Editor will be embedded within the Communications Team to ensure the highest standard of Bahasa Indonesia in all written communications and publication products produced by the program. The role will lead quality assurance, ensuring that SKALA’s technical reports, governance reforms, GEDSI integration, and provincial achievements are conveyed through clear, polished, and accessible content, in
strict adherence to DFAT and SKALA style guidelines.

About You

Specific Responsibilities

  • Edit, copyedit, and proofread a wide range of Bahasa Indonesia materials, including progress reports, success stories, policy briefs, feature articles, and external-facing knowledge products.
  • Review translated documents (English to Indonesian) to ensure the nuances of development terminology, technical inputs, and local contexts are accurately and naturally conveyed.
  • Ensure consistency in formatting, grammar, tone, and adherence to SKALA’s messaging framework and DFAT writing style guidelines.
  • Provide writing support, including drafting and occasionally leading development of key documents, synthesising team inputs, and ensuring clarity, coherence, and consistency across outputs aligned with objectives.
  • Work collaboratively with technical leads, the Senior Writer, and provincial teams to clarify ambiguities and refine technical jargon into accessible narratives for government partners, DFAT, and wider development stakeholders.
  • Provide constructive feedback and mentoring to SKALA staff to help build internal capacity for highquality Bahasa Indonesia writing.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

  • High-quality, polished, and finalised drafts of reports, briefs, and program narratives, ready for publication or submission to the Government of Indonesia or DFAT.
  • Edited success stories and knowledge pieces that effectively highlight program progress.
  • SKALA Bahasa Indonesia style guide and terminology glossary to be reviewed and updated every six months.

Relationship Management
The Senior Bahasa Indonesia Editor will work closely with various teams in SKALA and may interact with government counterparts as well as key ministries. This position will report directly to the Strategic Communications Lead.

Selection Criteria

Essential

  • Master’s degree in Indonesian Language, Journalism, Communications, or a relevant discipline and a minimum of 15 years professional experience (preferably in a DFAT-funded program), or equivalent combination of education and experience.
  • Native-level fluency in written Bahasa Indonesia with exceptional editing, copyediting, and proofreading skills.
  • Proven ability to distill complex, technical development issues (especially in governance, decentralisation, and social protection) into clear, concise, and compelling Bahasa Indonesia narratives.
  • Meticulous attention to detail and a strong command of international style guides (e.g., PUEBI, KBBI).
  • Ability to work swiftly and effectively under pressure, prioritise and juggle multiple tasks within tight deadlines, and deliver time-sensitive, high-quality work.
  • Strong interpersonal and teamwork skills; sensitive to working in a multicultural environment.

Preferred

  • Candidates with a background in developmental editing, professional copyediting, or academic
    publishing in Indonesian
  • Strong understanding of the Indonesian development context
