Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
The consultant will assist SKALA and the Provincial Government of East Nusa Tenggara to develop the Provincial Government’s Integrated Data Management System, as an integrated portal to store, integrate, analyse, and ensure interoperability between various sectoral datasets and information systems. This may include efforts to integrate national ministry-based information systems and their datasets at the provincial level, including SPM, DTSEN, and GEDSI. The Consultant will support the development of cross-system executive dashboards by utilizing macro and micro socio-economic data (DTSEN), along with central government data systems such SASANDO. The Consultant will also support the development of Sasando’s interoperability with Portal Perangkat Daerah, SEPAKAT, PELITA, SDI, BPS, including all analysis required. And Then develop arsitektur village information system (SID) in Provinsi NTT.

About You
Specific Responsibilities
- Based on general guidelines from Province Lead SKALA NTT, this position will be under the coordination and supervision of the Provincial Engagement Specialist (PES-DNA) and responsible to Provincial Lead SKALA NTT, for the following matters:
- Design an information system that provides integrated data storage, data analysis, and data sharing between government sectoral institutions, in accordance with national regulations such as Satu Data Prov NTT, Dashboard Data and analisis, Dashboard Eksekutif, Dashboard Mitra Pembangunan, and Sistem Pemerintahan Berbasis Elektronik (SPBE).
- Develop an integrated information system that will operate as Portal Satu data Provinsi NTT, named SASANDO with guidance from SKALA and its government partners based on information system design described above.
- Provide technical support in analysing the infrastructure requirements for the implementation of information system developed above.
- Providing capacity building to ASN staffs and SKALA on the usage, maintenance, and modification of the information system as per the needs of the local government.
- Provide on-call technical support to SKALA and local government during application testing, usage, maintenance, and modification.
- Other tasks as requested by SKALA and the NTT Provincial Government may include creating the Portal design, front-end and back-end, database, user/admin profile, and dashboard.
- Provide technical inputs and system integration Data Tunggal Sosial Ekonomi (DTSEN) and develop village information system (SID)
- Support the implementation of the NTT One Data Forum in line with SDI and SDPDN guidelines.
- Share innovation and best practices from village information system (SID) for dissemination at both local and national levels.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within the level of accountability.
- Undertaking other duties as required by the Program.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- The consultant will be responsible for producing the following deliverables:
- Technical develop on dataset, including subnational socio-economic data, SIPD, sectoral data and instrumen data village information system (SID)
- Technical develop of the NTT Regional Data Portal (https://sasando.nttprov.go.id/) and village information system (SID).
- Technical inputs for interoperabilitas system SEPAKAT, SDI, PELITA etc to SASANDO.
- Monthly Progress Report
Relationship Management
This position will work closely and effectively with a range of stakeholders:
- Work under the supervision of the Province Lead SKALA NTT
- Collaborate closely with the Provincial Engagement Specialist (PES-DNA) and SKALA Implementation Team
- Engage with provincial government officials and other relevant stakeholders to ensure ownership and alignment with regional policy priorities.
Selection Criteria
Essential
- Bachelor Degree in Computer Science, Information System, Statistics or related fields with a minimum of 7 years’ experience in data analysis, research, data science including its utilization in local planning and budgeting.
- Demonstrated experience in supporting program implementation that utilizes data digitization (information systems) for evidence-based planning and budgeting.
- Proficiency in data processing tools such as Microsoft Excel, Stata, SAS, Tableau, Metabase, Google Data Studio or Python, including the ability to manipulate and transform data, conduct exploratory data analysis, and apply statistical model.
- Strong knowledge of statistics and statistical software packages (e.g., Excel, STATA, SPSS) for dataset analysis.
- Proven ability in SQL, data visualization, and dashboard development.
- Extensive experience in developing or supporting government regulations and policies, especially in NTT regarding data management.
- Strong interpersonal skills with the ability to build and maintain effective working relationships with key stakeholders in government
- Solid understanding of Gender Equality and Social Inclusion (GEDSI) issues.
Preferred
- Experience in supporting provincial governments in developing and managing government data systems.
- Experience working in and or with local government institutions.
- Prior involvement in community development projects with government and development partners, particularly in social protection for people with disabilities.
