Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

• Pillar 1: Stronger national level enabling environment for sub-national service delivery
• Pillar 2: Better sub-national governance for service delivery
• Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

The Role

The Data IT Governance Specialist will assist SKALA and provide technical assistance to its Government counterparts, particularly the Ministry of Home Affairs, Data Information Center (MoHA-Pusdatin), to support the implementation of Data Governance Frameworks that align with SPBE (Sistem Pemerintahan Berbasis Elektronik. The Data IT Governance specialist will also provide technical assistance to establish Data Governance policies, standards, and procedures that comply with SPBE regulations. S/He will also support the Sub National One-Data initiative (Satu Data Daerah) led by MoHA-Pusdatin, and provide technical advice to promote the interoperability of data Systems within the framework of SPBE and integration across the government platforms.

About You

Specific Responsibilities

Under the guidance of the Data Analytics Lead and in close coordination with the Data Systems Integration Governance Manager, Digital Planning Capacity Development Manager, and System Information Specialist, s/he will be responsible for the following tasks:

1. Develop data governance frameworks that align with SPBE objectives, ensuring that data management practices support digital government initiatives;
2. Facilitate and support in assessing existing data governance policies, standards, and procedures that comply with SPBE regulations
3. Provide recommendations to improve the data governance policies, ensuring that data practices meet legal and regulatory requirements, particularly in the context of digital government;
4. Identify program and policy needs for the data governance in MoHA-Pusdatin and make recommendations for improvement;
5. Provide facilitation to support interoperability of data systems within the framework of SPBE, facilitating seamless data exchange and integration across government platforms;
6. Provide technical assistance and work closely with other SKALA thematic teams, e.g., PFM, GEDSI, and others, to identify required best practices in data governance in specific Thematics team’s data to ensure that data on women, disabilities, and vulnerable individuals and their needs are available and accurate.
7. Perform other tasks required in coordination with MoHA-Pusdatin or SKALA.

Other Duties:

• Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
• Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
• Proactively identify and report risks and manage risks within your level of accountability.
• Undertake other duties as required by the Program.

Job Requirements

• Has proven experience implementing data Governance frameworks, policies, and procedures in complex organization environments.
• Proven experience in public sector digital transformation projects, particularly involving SPBE (Sistem Pemerintahan Berbasis Elektronik) or similar digital government initiatives.
• High attention to detail to assist quality check and assurance in generated output
• Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
• Work may require long and flexible hours as needed. Travel based on needs.

Deliverables

1. The Inception (initial) report and implementation plans to support the Data Governance framework and SPBE outline the required steps, timelines, and resources.
2. Regular report on technical assistance in developing Data Governance Policies and Procedures.
3. Technical recommendations to improve the quality of SPBE Implementation.
4. Support implementing and facilitating training sessions, workshops, and other events related to Data Governance best practices.
5. Documented technical consultation, workshop/meetings, and discussions with Pusdatin and other relevant stakeholders (Ministry/Institutions)
6. Report or progress update of MoHA-Pusdatin capacity of Data Governance initiatives (key indicators, data quality, SPBE sucess, etc.)
7. Support in facilitating knowledge building and knowledge sharing, i.e: development of a centralized repository of training resources and materials.

Relationship Management

The role will work closely with the Data and Analytics team and Government counterparts, under close coordination, and report to the Data and Analytics Lead.

Selection Criteria

Essential

1. Post-graduate degree in Information Communications Technology (ICT), Computer Science, Data Management, or a closely related discipline
2. Minimum 10 (ten) years of experience at the level of expertise required to carry out the primary duties and responsibilities of this position, including IT Governance, Data Management, or a related field, with a strong focus on Data Governance frameworks and SPBE implementation practices;
3. Strong experience in Public sector Digital transformation projects; particularly in SPBE or similar digital government initiatives;
4. Hands-on experience in implementing data Governance frameworks (i.e DAMA-DMBOK, COBIT), is desirable;
5. Familiar with relevant laws, regulations, and industry standards related to information security, such as ISO 27001:2022, GDPR, and NIST;
6. Ability to manage time efficiently, effectively handle multiple tasks and competing priorities, as well as meet deadlines;
7. Ability to work independently and as part of a team; 
8. Excellent interpersonal skills and written and verbal communication skills.
9. Excellent problem-solving skills.
10. Ability to work both independently and as part of a team to achieve goals.

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
