Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars: 

• Pillar 1: Stronger national level enabling environment for sub-national service delivery. 
• Pillar 2: Better sub-national governance for service delivery. 
• Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups. 

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
The Indonesian government, through the support of the SKALA program, is developing a digital Knowledge Management Center (KMC) aimed at providing additional tools to strengthen the quality of planning and policymaking at various levels of government. The KMC seeks to gather various government-produced knowledge products, from strategic documents to technical guidelines, and then process them using AI to provide contextualized knowledge products. The KMC development will involve integration with existing government data systems (legacy systems), including those at Bappenas, the Ministry of Home Affairs, the Ministry of Finance, and local governments.

As a consultant, he/she is responsible for designing and overseeing the implementation of end-to-end system architecture of the Knowledge Management Centre (KMC) prototype, ensuring a robust, scalable, and secure digital architecture. The role will translate strategic KM and AI requirements into practical system architecture and oversee development to ensure scalability, interoperability, robust performance and long-term sustainability within government systems.

About You

Specific Responsibilities        

• Lead design and integration of AI-enabled KM architecture across data, cloud, and application layers.
• Lead development and system integration, connecting quantitative datasets with document-based knowledge and enabling interoperability with existing and future platforms.
• Establish AI-ready infrastructure, including data pipelines and system configurations to support LLM integration.  Develop and oversee AI/RAG solutions to enable accurate retrieval, synthesis, and decision support.
• Implement data governance, security, and access control mechanisms in line with government standards and system requirements.
• Ensure user-centric design, embedding KM tools into workflows to drive adoption and usability.
• Implement continuous learning loops to refine data, models, and knowledge based on usage and feedback.
• Develop technical documentation, including architecture diagrams, system specifications, and integration guidelines.

Other Duties

• Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
• Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

• Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
• Work may require long, and flexible hours as needed. Travel is based on need.

Relationship Management

The employee will work in close coordination with Bappenas, particularly with Deputi PMKK, Pusdatinrenbang, and Direktorat KJS, to ensure alignment between the KMC prototype and national planning priorities, data systems, and institutional needs. The employee will report directly to the Knowledge Management Lead and collaborate closely with DNA team and technical counterparts to support coherent design, implementation, and stakeholder engagement.

Selection Criteria

Essential

• Advanced degree (Bachelor or higher) in Computer Science, Information Systems, Engineering, or a related field
• Minimum 5-10 years of experience in system architecture, with at least 5 years in cloud-based and AI-enabled systems
• Strong experience in system architecture and large-scale digital solutions, especially integrating multiple legacy systems
• Proven track record in data platforms, APIs, and system integration
• Experience with AI/LLM-enabled systems and RAG architecture
• Experience working in multistakeholder environment, especially with government or large-scale public sector systems
• Understanding of data governance, cybersecurity, and interoperability standards

Preferred

• Relevant certifications in AI, cloud, and system architecture (e.g., AWS Certified Solutions Architect, Azure Solutions Architect Expert, Google Professional Cloud Architect), with demonstrated experience designing and implementing scalable, secure, AI-enabled systems and data architectures.
• Familiar with policy and planning systems in Indonesia contexts.
