Boalemo Paham Portal Strengthens Satu Data Ecosystem in Gorontalo

The One Data (Satu Data) ecosystem in Gorontalo Province continues to expand to the district level. Now that Gorontalo’s Satu Data portal, known as Pentagon, is in place, district governments are being encouraged to develop their own data portals to connect with the provincial platform.

Boalemo District is an early adopter. It is developing ‘Boalemo Paham’, a data portal designed to bring together and manage sectoral data from across local government agencies. The portal will eventually be integrated with Pentagon, connecting district-level data with the broader data ecosystem managed by the Gorontalo Provincial Government.

Boalemo Paham’s development was outlined at a Satu Data guidance and oversight workshop held on 27–28 August 2026 in Tilamuta, Boalemo District, Gorontalo Province.

The workshop brought together representatives from the Boalemo District and Gorontalo Provincial governments, Statistics Indonesia (BPS), Ministry of Home Affairs and SKALA, the Australia–Indonesia partnership program. Participants included representatives from the Boalemo Development Planning Agency (Bappeda), Gorontalo Office of Communication, Informatics and Statistics (Diskominfotik), Legal Bureau, Government Bureau and BPS Boalemo, as well as data managers and operators from local government agencies.

Making data accessible for development in Gorontalo

At the workshop, Boalemo Deputy Head Lahmuddin Hambali said that accurate and accessible data was essential for local government. He said data was needed not only for development planning, but also for situations when local governments needed to respond rapidly to information requests, including from the national government.

At present data across different sectors is held by individual government agencies. When information about land availability, agricultural areas, population figures or socioeconomic conditions in communities is needed quickly, government officials may have to collect it from multiple sources.

Boalemo Paham is expected to simplify this process by providing a shared source of data that government agencies can access and use.

“If the data is already available in one system when we need it, we can simply access it without having to search for it in different places,” Mr Hambali said.

He added that accurate data also supported the government to better understand conditions in the community, identify priority groups and areas, and direct development programs according to need.

Head of Gorontalo Diskominfotik, Mohamad Trizal Entengo, said Boalemo was the third district to collaborate with the Gorontalo Provincial Government to develop a local data portal for integrating with Pentagon.

A data portal supported by strong governance

Strengthening Boalemo Paham goes beyond developing a digital platform. Its effectiveness also depends on how data is produced, verified, updated, and managed over time.

Each local government agency therefore has an important role as a data producer, being responsible for data within their respective mandates. Strong coordination among data producers, data custodians and the Satu Data Forum is needed to ensure consistent use of the information across government.

During the workshop, participants discussed how to strengthen data verification and updating processes, human resource capacity, and data-sharing governance.

Through the Boalemo Paham portal, the Boalemo District Government is creating a shared data resource for use across local government agencies. Its planned integration with Pentagon is expected to further improve data connectivity between the district and provincial governments.

This is part of broader efforts to strengthen integrated data governance in Gorontalo, enabling data held by different government agencies to be used collectively to identify development priorities and support more evidence-based planning and policymaking.

Efforts to strengthen Satu Data in Boalemo are a collaboration between the Boalemo District Government, Gorontalo Provincial Government, BPS and the Ministry of Home Affairs, with support from SKALA.
