Pillar 1 Engagement Strategy

SKALA’s Pillar 1 Engagement Strategy is about the program’s national level engagement, primarily with three key ministries: the Ministry of National Development Planning or Bappenas, the Ministry of Finance, and the Ministry of Home Affairs.

The strategy focuses on SKALA’s first end of program outcome to ensure policies and regulations provide a conducive environment that will enable the subnational government to provide improved service delivery (focus of pillar 2) and greater participation of women, people with disabilities and vulnerable groups in planning and budgeting (focus of pillar 3).
