Korbinwas: a strategic lever to strengthen Minimum Service Standards. Lessons from North Kalimantan, East Nusa Tenggara, and Papua Barat Daya

This knowledge brief captures lessons on using Korbinwas as a strategic lever to strengthen Minimum Service Standards (SPM) implementation, rather than merely a tool for resolving administrative issues. Drawing on SKALA’s support to the Ministry of Home Affairs’ Directorate General of Regional Financial Development in East Nusa Tenggara, North Kalimantan and Papua Barat Daya, it identifies three key elements. The first is a formalised, cross-functional provincial SPM implementation team. The second is an adaptive, phased engagement design, including clusters of four to six districts/cities. The third is data use that sharpens SPM action plans and integrates them into subnational planning and budgeting. The brief closes with five key practices that other provinces can adapt and replicate.
