Strengthening The Implementation of Minimum Service Standards in North Kalimantan: Consistent Governance for Equitable Basic Service Delivery
Despite the geographical challenges and limitations faced as a young province, North Kalimantan has proven that consistent governance can transform the Minimum Service Standards (SPM) from a mere administrative obligation into a meaningful development tool. Through strengthened coordination across local government agencies, a “proactive outreach” approach, quarterly evaluations, and the formation of the SPM Team facilitated by SKALA, North Kalimantan has succeeded in maintaining high SPM achievement even as the budget decreased from Rp393 billion (2021) to Rp142 billion (2024), and has twice won national awards (2023 and 2025). Beyond the numbers and awards, this success is tangibly evident in people’s lives—from inclusive education in special education schools to services for the elderly in social care facilities—affirming that the SPM is a state commitment that is truly fulfilled even in the most remote regions.
