Developing and Implementing Regional Action Plans for Persons with Disabilities: Lessons from Aceh and East Nusa Tenggara

The Knowledge Brief Developing and Implementing Regional Action Plans for Persons with Disabilities: Lessons from Aceh and East Nusa Tenggara highlights key insights from the SKALA Program’s support to local governments in creating inclusive development plans. Drawing on experiences from Aceh and NTT, it identifies six critical success factors—leadership and political commitment, cross-sector consultations, reliable disability data, meaningful participation of organisations of persons with disabilities (OPDis), technical capacity of drafting teams, and strong outreach and monitoring strategies. The brief also outlines eight practical recommendations, including establishing Disability Thematic Forums and introducing inclusive budget tagging, to ensure that Regional Action Plans for Persons with Disabilities (RAD PD) are integrated into planning and budgeting processes and deliver real improvements for persons with disabilities.
