Musik Keren NTT: Towards More Inclusive Development in Nusa Tenggara Timur

The Inclusive Development Planning Forum for Vulnerable Groups (MUSIK KEREN) in East Nusa Tenggara (NTT) is a key initiative to ensure that development planning is both participatory and fair. Backed by a Governor’s regulation, MUSIK KEREN ensures that the voices of vulnerable groups, including persons with disabilities, women, children, the elderly, Indigenous communities, and people living with HIV/AIDS, are formally integrated into official planning and budgeting documents. More than 200 proposals were collected through a structured process: needs assessments across 22 districts, thematic focus group discussions, joint verification with Regional Apparatus Organizations (OPDs), and formal tagging in the Regional Development Information System (SIPD). The proposals highlight priority issues such as inclusive education, equitable health services, economic empowerment, accessible infrastructure, and stronger human rights protection. Supported by the SKALA program through policy advocacy, technical guidelines, and facilitator training, MUSIK KEREN demonstrates that inclusive development can be systematically embedded into governance.
