The implementation of Korbinwas by the Public Works and Housing Office and the Gorontalo Provincial Education Office in Boalemo Regency strengthens the synergy between the province and regency in improving infrastructure and educational services

The Public Works and Housing Office (PU Perkim) and the Gorontalo Provincial Education Office carried out Coordination, Guidance, and Supervision (Korbinwas) activities in Boalemo Regency. The initiative aims to ensure that regency-level programs align with provincial policies and service standards.

The Korbinwas approach involves reviewing program implementation, identifying challenges at field level, and providing technical support and corrective recommendations. This has helped to strengthen the collaboration between the provincial and regency governments, particularly with regard to efforts to enhance the quality of infrastructure and education services in Boalemo.

The establishment of the Regional Action Plan for Sustainable Palm Oil (RAD Sawit) in Gorontalo strengthens the governance of sustainable palm oil while improving the welfare of farmers and the competitiveness of the regional palm oil industry

In a strategic move towards improving the governance of palm oil plantations in a sustainable and inclusive way, the Gorontalo Provincial Government enacted a Governor’s Regulation on the Regional Action Plan for Sustainable Palm Oil (RAD Sawit). This policy provides clear guidance on land management, market access and technical and financial support for small-scale producers.

When developing the plan, the Gorontalo Provincial Development Planning Agency (Bappeda) used Regsosek data to calculate and analyse the number of smallholder farmers disaggregated by gender, thereby ensuring that the policy is inclusive and responsive to the needs of both male and female farmers.

RAD Sawit also promotes the development of downstream industries and product diversification to increase added value, while fostering collaboration among the government, private sector and local communities. This approach is expected to enhance farmer livelihoods, protect the environment, and improve the competitiveness of Gorontalo’s palm oil industry at national and global levels.

The use of Regsosek data for budgeting and policy formulation in Gorontalo Province strengthens evidence-based decision-making

Regsosek data has been widely used by government agencies in Gorontalo Province to target programs, plan budgets and draft strategic policies.

The Public Works and Spatial Planning Office (PUPR) and the Provincial Development Planning Agency (Bappeda) use Regsosek data to prepare Work and Budget Plans (RKA) and Budget Implementation Documents (DPA), particularly for drinking water and sanitation programs. The analysis is based on utilisation coverage, which is now more accurate than the previous approach.

The Social Affairs Office uses Regsosek data to determine aid recipients, focusing on households in deciles 1 to 4, including persons with disabilities and the elderly.

The Agriculture and Food Crops Office uses Regsosek data to distribute seeds and fertiliser, by taking into account whether farmers are landowners or sharecroppers and their socio-economic status.

In the health sector, Regsosek data is used to determine the number of people receiving health insurance contribution assistance funded through the regional budget (APBD), which now reaches 636,987 people. This has helped to reduce overlaps and improve targeting accuracy.

Regsosek data also serves as a reference for key government planning documents. For example, Bappeda used it to develop the Technocratic RPJMD and the RAD Sawit, and the Office of Women’s Empowerment and Child Protection (DP3A) used it to formulate the Regional Action Plan for Persons with Disabilities.

The Governor’s Decree on the Facilitator Team for the Disability Rights Action Plan in Gorontalo strengthens the role of civil society and persons with disabilities in inclusive policymaking

To strengthen the fulfilment of the rights of persons with disabilities in Gorontalo Province, the Governor issued Decree No. 448/28/XI/2024 to establish a Facilitator Team for developing the Regional Action Plan (RAD) on Disability Rights.

The team consists of 10 organisations from the Civil Society Network (JMS), including three organisations representing persons with disabilities. The JMS acts as both an implementation partner and an advocacy driver, to ensure that policies, programs and activities align with the principles of disability rights.

Persons with disabilities who are part of the Facilitator Team also contribute technical input to the drafting of regulations. Their meaningful participation helps ensure that their needs are reflected at every stage of the policymaking process.
