Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
The Senior National Socio-Economic Data Utilization Specialist will assist SKALA and its government counterparts, especially BAPPENAS and relevant ministries, in conducting analytical work, supporting policy development, and facilitating inter-ministerial coordination on the utilization of national socio-economic data (DTSEN), data integration, and policy integration at both national and subnational levels.
The Consultant will provide technical advice and recommendations on the utilization of SEPAKAT analysis, including the use of DTSEN for the preparation of government work plans. The Consultant will also provide policy inputs and support policy integration related to poverty reduction initiatives and the fulfillment of Minimum Service Standards (MSS) as reflected in the National Medium-Term Development Plan (RPJMN) and its alignment with subnational planning policies. The Consultant will promote collaboration, coherence, and synergy across ministries and subnational governments to ensure inclusive outcomes for women, persons with disabilities, and vulnerable groups.

About You
Specific Responsibilities
- Provide advisory and technical inputs for the development of a national data-driven grand design for poverty reduction programs and policies, ensuring coherence with the long-term national planning document (RPJPN).
- Provide advisory and technical inputs for the formulation of advocacy strategies for data-driven poverty reduction and basic service policies, with a focus harmonizing indicators.
- Provide advisory and technical inputs for strategic and annual planning documents related to data-driven poverty reduction programming, including national priorities such as Community School (Sekolah Rakyat) initiative.
- Develop guidelines on the use of socio-economic data for poverty reduction analysis and programming, particularly targeting women, persons with disabilities, and other vulnerable groups.
- Provide inputs for monitoring the implementation of socio-economic data utilization for poverty reduction, especially in targeting women, persons with disabilities, and other vulnerable groups.
- Provide inputs to BAPPENAS on annual government planning and budgeting for poverty reduction programs by ministries, including in the use of socio-economic data.
- Provide inputs for subnational planning and budgeting, including the design of basic services and social protection programs using micro-level socio-economic data.
- Provide advisory and technical inputs program design in Tanah Papua in relation to the national ten priority provinces for poverty reduction, including the optimization of disaggregated OAP data.
- Perform other tasks as assigned by supervisor.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Documented inputs to national data-driven grand design for poverty reduction programs and policies, ensuring the use of DTSEN.
- Documented inputs to the formulation of advocacy strategies for data-driven poverty reduction and basic services policies.
- Documented inputs to strategic and annual planning documents on data-driven poverty reduction programming, including national priority programs.
- Guidelines on the use of national unified socio-economic data for poverty reduction analysis and programming, with focus on women, persons with disabilities, and other vulnerable groups.
- Monitoring updates and analysis of the implementation of socio-economic data utilization for poverty reduction, especially in targeting women, persons with disabilities, and vulnerable groups.
- Documented input to sub-national planning and budgeting, including the design of basic services (MSS) and social protection program by using micro-level socio-economic data.
Relationship Management
The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead.
Selection Criteria
Essential
- Master’s degree in Economics or Social Sciences, with at least 15 years experience on poverty reduction and a minimum 10 years experiences in national planning processes.
- Experienced in advisory roles for national evidenced-based policies and programs on poverty reduction, including social protection and basic services.
- Experienced in supporting the design and implementation of evidenced-based programs targeting vulnerable populations, such as women, persons with disabilities, and the elderly.
- Experienced in socio-economic data processing and utilization for planning documents.
- Experienced in facilitating inter-ministries and national-subnational coordination and program integration based on the use of socio-economic data.
- Experienced in supporting the formulation of data governance policies and guidelines
Preferred
- Experienced working on community development projects involving government and development partners, especially related to basic services provision and social protection for people with disabilities.
- Experienced working with Government of Indonesia.
