Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
The Senior National Data Governance Specialist (The Consultant) will assist SKALA and its government counterparts, especially with BAPPENAS to conduct analytical work, development of policy, concept and facilitate the inter-ministries discussion on data governance, data share, and data integration at national and with sub-national governments to ensure harmonized and consolidated planning and budgeting as well as social protection in targeting women, disability, and vulnerable groups. The consultant will provide technical and facilitation expertise with quality and high performance, promoting coherence, synergy, and meaningful collaboration between ministries, and local governments.

About You

Specific Responsibilities        

  • Provide input to development of data governance policy and business process for utilization and sharing of National Socio Economic One Data/regsosek and identify roles and function of relevant ministries and local government including villages. 
  • Facilitate inter-ministries policy and technical discussions regarding the data governance and utilization. 
  • Provide input on the design on SEPAKAT integration with SIPD and local information system, to ensure updated socio-economic data is available at district and villages for utilization.  
  • Develop guidelines on the use of socio-economic based data especially for poverty reduction analysis and programming that is targeting women, disability, and vulnerable groups.  
  • Provide input on monitoring the implementation of socio-economic based data utilization for poverty reduction, especially in targeting women, disability, and vulnerable groups.  
  • Provide input related to national policy/roadmap on poverty reduction and its’ implementation action plan, including in the provision of basic services (MSS related) and the social protection. 
  • Provide input to government yearly planning and budget allocation in relevant to poverty reduction programming by ministries, including in the use of socio-economic based data. 
  • Provide input on the implementation of capacity building local governments on the utilization of SEPAKAT applications for planning/budgeting and services. 
  • Provide input to sub-national planning and budgeting including design of basic services and social protection program by using micro socio-economic based data.  
  • Conduct other tasks assigned by supervisor.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need. 

Deliverables

  • Documented input to concept on socio-economic one data governance, including inter-ministries data sharing mechanism;
  • Documented input to guidelines on the use of socio-economic based data especially for poverty reduction analysis and programming that is targeting women, disability, and vulnerable groups.  
  • Documented input to design on SEPAKAT integration with SIPD and local information system, to ensure updated socio-economic data is available at district and villages for utilization.  
  • Documented input to national policy/roadmap on poverty reduction and its’ implementation action plan, including in the provision of basic services (MSS related) and the social protection. 
  • Monitoring update and analysis of the implementation of socio-economic based data utilization for poverty reduction, especially in targeting women, disability, and vulnerable groups.  
  • Facilitated and documented inter-ministries discussions on data governance including data utilization for poverty reduction related programming and budgeting. 
  • Documented input to sub-national planning and budgeting including design of basic services (MSS) and social protection program by using micro socio-economic based data.    

Relationship Management

The role will be working closely with the Data and Analytics team and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. 

Selection Criteria

Essential

  • Master degree in Economic or Social Science, with at least 15 years experiences on poverty reduction and 8 years experiences on social protection issues  
  • Experienced in providing support for implementation of program which focus on the use of data digitalization (information system) and analysis for evidence-based planning and budgeting, including DMD/K SEPAKAT 
  • Experienced in providing support for the formulation of poverty reduction policy including social protection reform policies and programming 
  • Experienced in providing support for the formulation of data governance policies and guidelines 
  • Have understanding and knowledge regarding program integration and synergy, as well as cooperation between ministries/agencies and local governments 
  • Experienced in providing support for the formulation of local government capacity building in the utilization of socio-economic based data for poverty reduction

Preferred

  • Experienced working with Government of Indonesia 
  • Experienced working on community development projects involving government and development partners, especially related to basic services provision and social protection for people with disabilities.
