Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
Senior Full stack Engineer will assist SKALA and its government counterparts, especially Bappenas and MOHA by providing expertise and technical input on the improvement and implementation of SEPAKAT system by enhancing the front end and back-end web development. The Consultant will lead the development of Right-Access Services Dashboard and integration with other ministries system for automation data updating in SEPAKAT, i.e. Ministry of MSMEs, Ministry of Manpower, etc. The Consultant will also be supporting the integration of SEPAKAT with other national and sub-national systems, including but not limited to SIKD, SIPD, Prodeskel, Siskeudes, SIGAP, SAIK+, SIO Papua, etc.

About You
Specific Responsibilities
- Develop business process of system integration design in consultation with SKALA and government counterparts ensuring data, especially data on gender, disability, vulnerable and its’ analysis from national unified socio-economic data source can be accessed easily and timely.
- Lead in development and improvement of SEPAKAT application (website and desktop) including completion of SEPAKAT, i.e. database structure, planning and budgeting and monitoring evaluation modules.
- Assist in development of system integration at national level to ensure national unified socio-economic data is available and updated in the SEPAKAT application and ready to share with local/village level information system.
- Provide input to national and sub-national data governance policies to ensure effectiveness on the use of SEPAKAT for planning and budgeting processes.
- Work closely with SKALA’s information and technology support team to assist system integration, including with SIPD, SIKD, SIGAP, SAIK+, SIO Papua and other local information systems
- Provide input to government policies and guidelines for regional governments on the use of newly updated SEPAKAT for planning, budgeting, and services.
- Assist in knowledge and skills transfer to government counterpart ensuring capacity exist for SEPAKAT system management.
- Develop frequently asked questions and answers for SEPAKAT users
- Other tasks as requested by SKALA.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Documented input of the development platform for the purpose of disseminating unified socio-economic data for ministries, institutions, and regions using SPLP.
- Documented input for the development of the interface to facilitate the granting of access rights for data utilization.
- Documented input for development of the SEPAKAT application through planning, budgeting, monitoring and evaluation features using a new technology scheme.
- Documented input for integration of SEPAKAT with SIPD (e-walidata and e-database)
- Report on analysis of SEPAKAT/SEPAKAT Desa app and identification on improvement needed
- Documented SEPAKAT business process and system development.
- Source codes, algorithm, and hand over documentation to government counterpart.
- Documentation of developing, testing, and deploying SEPAKAT/SEPAKAT Desa from the source codes.
- Documented process of policy and guidelines development for SEPAKAT operationalisation.
- Frequently asked questions and answers for SEPAKAT users.
- Frequently asked questions and answers for new application or update application.
Relationship Management
The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead.
Selection Criteria
Essential
- Bachelor’s or master’s degree in computer science, Information and Technology, or related field with a minimum of 15 years’ experience, including familiarity with SEPAKAT and SEPAKAT-SIPD integration.
- Excellent skills and proven experiences in software engineering and security system.
- Experience developing projects using CodeIgniter or Laravel and using a database such as MySQL or MariaDB. Also, integration system using webhook or API.
- Familiar with PHP, HTML, CSS.
- Experience with CI/CD such as Gitlab CI, Jenkins, Vagrant, Docker, Supervisor, Ansible, Kubernetes, Terraform.
- Experience using AWS, Azure, and GCP.
- Experience with a unit test like cypress.
- Excellent skills and proven experiences in open-source system (LINUX or UNIX) programming.
- Excellent interpersonal skills and written and verbal communication skills.
- Excellent problem-solving skills.
- Ability to work both independently and as part of a team to achieve goals.
Preferred
- Experienced working with Government of Indonesia
- Experienced working on community development projects involving government and development partners, especially related to social protection for people with disabilities.
