Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role

SKALA is supporting Government of Indonesia to enhance and scale the use of Regsosek data through SEPAKAT system, which has been disseminated to all provinces and districts/cities. The next step are: 1) ensuring Regsosek data can be accessed through SEPAKAT as well as through integrated system and 2) ensuring help desk as part of local governance system to support the use of Regsosek data is established.

The consultant will provide technical advice and support to assess the existing system at province and district/city level and provide input to the integration design as well as to provide support for sub-national team in assisting government on Regsosek access right.

About You

Specific Responsibilities

Under the guidance of the Data Analytics Lead and in close coordination with the Data Systems Integration Manager, Digital Planning Capacity Development Manager, and System Information Specialist, s/he will be responsible for the following tasks:

  1. Assessment of local information system and governance for readiness in integration with national Regsosek data system/SEPAKAT;
  2. Development of integration system design in line with the existing local information system and the requirements from Regsosek data system/SEPAKAT. Then, support integration system design in national level if needed;
  3. Facilitating coordination/consultation with Bappenas and related ministries on the development of design on Regsosek system integration;
  4. Supporting sub-national team assisting local governments (provinces and districts/cities on Regsosek data access right and use of data;
  5. Supporting sub-national team assisting province governments on establishment of Regsosek/SEPAKAT Help Desk including it’s capacity support, SOPs, and system required.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability
  • Undertake other duties as required by the Program

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel based on needs.

Deliverables

  1. Assessment report that describes the existing conditions of local information systems, its’ governance and capacities.
  2. Identify and map local system applications and its governance within Satu Data Indonesia scheme in SKALA Provinces
  3. Analysis and recommendations on system integration based on provinces supported by SKALA.
  4. Develop Business Process for system integration between national and local systems
  5. Input to the governance of Regsosek data updating process
  6. Assessment and design of Province Help Desk
  7. Documented consultation, workshops, travel reports, meetings, and discussions with government activities.

Relationship Management

The role will be working closely with the Data and Analytics team and Government counterparts, under close coordination and reporting to the Data and Analytic Lead.

Selection Criteria

Essential

  1. Master’s degree in development studies, or other related information/technology studies with minimum 10 years of relevant experiences on system development, information system, and it’s related capacity building.
  2. Experienced in facilitating development of local information systems and connect with national systems, i.e. SEPAKAT.
  3. Experienced in facilitating multi-stakeholders’ collaboration including between national and sub-national governments on village and or local information systems.
  4. Strong knowledge on recent national and local policies on regional planning, including village planning.  
  5. Strong skills and experiences in capacity building and piloting of the use of SEPAKAT for GEDSI based analytical tools. 
  6. Strong reporting/writing skills. 
  7. Excellent interpersonal skills, and written and verbal communication skills, both in Bahasa and English. 
  8. Ability to work both independently and as part of a team to achieve goals. 
  9. Understanding of gender equality and social inclusion issues. 

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
