Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
This position works closely with Manager- Procurement & Contracts for supporting procurement activities undertaken by SKALA in line with relevant policies and procedures. This position also provides administrative support to both Procurement Unit and Grants & Contracts Unit.

About You
Specific Responsibilities
Procurement
- Support the procurement process, to help ensure that procurements of goods and services are undertaken in line with SKALA polices/procedures and Commonwealth Procurement Rules (CPRs), and other guidelines as required. Specifically:
– Assist with the preparation of tender documentation and support the procurement process from advertisement through to contract finalization as require
– Assist with the preparation and coordination of Request for Quotation, Request for Proposal and other solicitation documentation, including developing or reviewing specifications and scopes of work
– Distribute solicitation documents, act as point of contact during the solicitation period, respond to bidder inquiries and questions in consultation with the Procurement Manager
– Support the evaluation of quotations/proposals including analysis
– Support the preparation of procurement outcome documentation, obtain appropriate approvals, and supporting the drafting of agreements for review and signature
– Assist in liaising with successful/unsuccessful bidders
– Assist in processing contract modifications as required
– Ensure all procurement actions are fully documented and auditable - Draft quotation summary documentation (summary bidding forms) as required support subnational offices with the procurement of goods and services as required.
- Draft Corporate Service Agreements, Purchase Order Agreements, and Tasking Notes for simple contracts as required.
- Coordinate the filing of procurement and contracts documentation, ensuring that all procurement records and associated approvals are filed accurately and systematically.
- Provide administrative support to the Procurement Unit as required
Contracts & Grants
- Coordinate the filing of contract and grant documentation, ensuring that all records and associated approvals are filed accurately and systematically.
- Provide administrative support to the Contracts & Grants Unit as required
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertake other duties as required by the Program.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Relationship Management
This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers.
Selection Criteria
Essential
- Diploma/Bachelor’s degree in business, management, finance, or a related field.
- Strong analytical and problem-solving skills, with the ability to build and maintain relationships with vendors.
- Strong communication and negotiation skills.
- Basic understanding of procurement principles, with an openness to learning and applying procurement policies and value-for-money principles.
- Proficiency in Microsoft Office.
- Demonstrated proactive approach in identifying and addressing potential issues.
- Ability to work with diverse teams in a fast-based environment
Preferrable
- Familiarity or internship experience in development programs or procurement in Indonesia.
- Basic communication skills in English, with a willingness to improve.
