Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery.
  • Pillar 2: Better sub-national governance for service delivery.
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
The Subnational MEL Consultant is part of the SKALA MERL & Performance Team. The consultant will work closely with the existing Subnational-MEL Manager, National MEL Senior Manager and the MEL Lead in implementing SKALA MERL work plans. The consultant will support the MEL unit to implement high-quality MEL activities in Jakarta/National level as well as assigned provinces. The consultant will work to ensure SKALA’s decentralised MEL resources, works as one MEL team by developing and maintaining a strong MERL Community of Practice related to all aspects of SKALA’s works at the national and subnational level.

About You

Specific Responsibilities

The Subnational MEL Consultant will undertake the following tasks:

  • Provide MEL technical advice and hands on support to Jakarta-based MEL managers and Provincial MERL Coordinators – both remotely and in person – on all aspects of the implementation of MERL framework, system, and work plan. This involves designing, preparing and collecting data from stakeholders.
  • Compile, analyze, and synthesize various information produced through all MEL processes and systems, especially from national and subnational level and collaborate with Jakarta MEL team members to conclude thematic and program level progress, achievement, challenges and learning.
  • Contribute to delivery of quality MEL products (e.g., regular reports to GOI and DFAT, other forms of evidence such as case study, most significant change stories, and other pieces of evidence products).
  • Support the MEL Lead and MEL team members to grow MEL capacity within SKALA team and for program stakeholders (as relevant), including supporting training, coaching, and other forms of capacity development in SKALA’s target provinces.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. The job requires approximately 30-50% travel to targeted provinces.

Deliverables

  • Technical inputs to Jakarta-based MEL managers and provincial MERL Coordinator (towards MEL activities plan/TOR, instrument, processes, and products).
  • MEL products such as TOR, synthesis, data collection reports or products.
  • Evidence to feed all SKALA program updates, reports, and publications.

Relationship Management

This position reports to the MEL Lead and will work closely and effectively with a range of stakeholders, including all other unit under MERL & Performance and Learning team, as well as the Governance, Strategy  and Quality teamunit, Implementation team, Knowledge Management & Partnership team, other supporting unit: KM, P&A, CPD, and Operations and Finance team and the DT Global corporate team.

Selection Criteria

You will be a motivated and proactive monitoring and evaluation professional with the right combination of technical expertise, experience supporting teams, attention to detail, and a positive and collaborative attitude.

Essential

  • Relevant academic qualifications in social sciences, evaluation, management, public policy, or other relevant discipline (research and methodological experience encouraged).
  • Minimum 6-7 years’ experience in monitoring and evaluation (research and learning experience will be an advantage) on a large program, including demonstrated experience coordinating with a decentralised MEL team through a combination of online communication and in person interaction.
  • Demonstrated experience organising and building capacity in qualitative data collection activities, analysis, synthesis, and reporting within the context of development programs or comparable settings.
  • Demonstrated experience implementing MEL activities at the national and subnational level (especially in eastern part of Indonesia), including in adapting MEL approaches and tools for use within specific local contexts.
  • Strong ability to manage competing tasks and work independently and meet tight deadlines.
  • Proficient in verbal and written communication in both Bahasa Indonesia and English.
  • Demonstrated ability to communicate with a wide range of stakeholders from diverse backgrounds, especially with sub national government officials.
  • Available to work 13-18 days per month (up to180 days per years). with a Jakarta-based work-from-office arrangement. The role up to 80 days travel per year across SKALA provinces. 

Preferred

  • A demonstrated understanding of Indonesia’s decentralisation processes, including relevant laws, policies, regulations, and the political economy of the sector.  
  • Database management skills and experience, especially qualitative data.  
  • Experience facilitating learning processes.
  • Experience developing and/or refining program theory, theories of change, and/or program logics.
  • Experience with MERL implementation on DFAT programs.
  • Experience working in the respective provinces or eastern part of Indonesia will be an advantage.
  • Knowledge and awareness of the different needs of traditionally disadvantaged population groups, such as women, the elderly, ethnic minorities and people with disabilities or special mobility needs.
