Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The GEDSI Policy Advocacy Specialist will provide inputs and assistance to strengthen policy development, formulation, and institutionalization of GEDSI and inclusive community participation framework at the regional level in Maluku Province.

About You

Specific Responsibilities

The key roles and responsibilities of the position are to provide the following:

Provide technical inputs and technical assistances to Maluku Provincial Government, focusing to: 

  1. Provide technical inputs into the development, drafting, and refinement of provincial-level GEDSI-related policies and regulations, ensuring alignment with national frameworks and international standards on gender equality, disability inclusion, and community participation.
  2. Support the preparation and finalization of:
    • Draft Governor Regulation on the Regional Action Plan for Persons with Disabilities
    • Draft Governor Regulation on the Regional Action Plan for Gender Mainstreaming
    • Draft Governor Regulation on Thematic Musrenbang Bacarita Manise (Maluku Inclusive and Prosperous)
  3. Provide technical assistance for the preparation of the Bacarita Manise Musrenbang Guidelines, including consultation processes with government and community stakeholders.
  4. Develop policy briefs, technical guidance notes, and other advisory products to inform decision-making processes on inclusive policy design and implementation.
  5. Facilitate regional-level dialogues and capacity building for local government officials on inclusive and participatory policy formulation.
  6. Ensure that GEDSI principles are embedded in regional planning and budgeting mechanisms through evidence-based policy development.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.
  • Undertaking other duties as required by the Program.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

  1. Policy drafts, technical notes, and recommendations as listed above
  2. Monthly progress reports documenting technical input and support provided
  3. Policy briefs capturing key lessons learned and recommendations for improving GEDSI-responsive planning and budgeting as well as community participation at the provincial level.

Relationship Management

This position will work closely and effectively with a range of stakeholders:

  • Work under the supervision of the Maluku Provincial Lead
  • Collaborate closely with the GEDSI Coordinator and SKALA Implementation Team
  • Engage with provincial government officials and other relevant stakeholders to ensure ownership and alignment with regional policy priorities.

Selection Criteria

Essential

  1. Master’s degree or higher (or equivalent in experience) in international development, gender/women’s studies, disabilities studies, public policy, or related field of study.
  2. Minimum Have 15 years of experiences in providing technical policy support in GEDSI and community participation at subnational/regional level.
  3. Proven experience in drafting, reviewing, and advising government policy documents and regulations on GEDSI, strengthening the capacity of inclusive planning and budgeting.
  4. Has solid knowledge of the Maluku archipelagic context and has experience working with the Provincial Government of Maluku.
  5. Has practical and technical understanding of gender equality, disability, and social inclusion (GEDSI), demonstrated by experience implementing activities with gender, disability, and social inclusion considerations in Indonesia (preferably working experience in the less developed region of Indonesia).
  6. Demonstrated strong analytical and writing skills and experience preparing high-level communication products for stakeholders, clients, and officials.
  7. Strong engagement skills with a wide range of government, non-government, and donor organisations; and a demonstrated ability to effectively communicate in a cross-cultural context.
