Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA contributes to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA builds on, and takes to scale, the successes and learnings from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is implemented through the following three pillars: 

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery.
  • Pillar 2: Better sub-national governance for service delivery.
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role

The Knowledge Management & Partnerships Director is a member of the SKALA Senior Leadership Team and works closely with the Team Leader, essentially in driving the “influence” function of SKALA. This includes the management of SKALA’s knowledge management capacity, policy analysis, and communications agenda, with both internal and external stakeholders. The Knowledge Management & Partnerships Director supports and manages a team dedicated to producing high-quality publications, briefs, policy inputs and communication materials for internal and external stakeholders, including the Government of Indonesia (GoI).

In the development of these knowledge products, the Director will work closely with members of the Senior Leadership Team, particularly the Director for MERL and Performance, to amplify the learnings compiled by the MERL team and direct these towards influencing policy change. The Director will plan and implement the Team’s annual activities based on Thematic Action Plans and Province Action Plans to enhance activities and strengthen processes. Advice to the Senior Leadership Team and program Leads is provided regarding potential avenues for partnerships and dissemination of knowledge products contributing to SKALA’s support to national and subnational government counterparts. The role includes internal coordination across SKALA to improve knowledge management and the effective delivery of SKALA’s advocacy agenda for program implementation

About You

It is expected that the position will meet the following qualifications:

Essential

  • Tertiary qualifications in Public Policy, Strategic Communications, International Development, or related disciplines.Tertiary qualifications in Public Policy, Strategic Communications, International Development, or related disciplines.
  • At least 15 years of experience working on development policy, analysis, evaluations, and knowledge products related to local governance and power structures, politics and government relations, capacity building, and institutional development.
  • Demonstrated skills in strategic and analytical thinking related to national and regional governance in Indonesia or Southeast Asia.
  • Strong experience in managing the development of policy analysis, communications, and knowledge products relevant to SKALA.
  • Accomplished in leading and managing staff in a dynamic and dispersed implementation environment for a large and complex program.
  • Experience working in DFAT or donor-funded programs and meeting reporting requirements.
  • Excellent presentation and writing skills, including working with time constraints to produce high-quality policy papers, knowledge products, and reports.
  • High-level interpersonal and cross-cultural skills, with the ability to develop and maintain relationships with a diverse range of stakeholders.

Preferred

  • Ability to communicate in English and Bahasa Indonesia. Ability to communicate in English and Bahasa Indonesia.
  • Knowledge of Indonesia’s decentralization history and processes.

Remuneration
This position open to international candidates. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience. This is a long-term position, based in Jakarta – Indonesia
