Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The role of the Knowledge and Partnerships Coordinator including coordinating and providing support for administrative, logistical, and operational processes associated with knowledge management and policy partnerships initiatives, including the general management of events. The incumbent will also contribute to internal and external engagement and coordination efforts, potentially involving key ministries, other DFAT-funded programs, and relevant partners. The incumbent will be responsible for facilitating sub-contracted vendor management associated with knowledge management and policy partnership activities.

About You

Specific Responsibilities          

The key responsibilities of the position include, but are not limited to the following: 

  • Support and assist in the planning, preparation, coordination, and implementation of SKALA knowledge and policy events, including workshops, trainings, meetings, webinars, and discussions. 
  • Responsible for administrative, logistical, and operational process of knowledge and partnership activities. 
  • Responsible for sub-contracted vendor management (e.g., strategic partner/advisors, panel vendors, translation and editing services etc.) to ensure compliance and high-quality deliveries.  
  • Managing and handling printed knowledge and policy products at national and provincial levels. 
  • Support and assist the scheduling process, and the preparation related to development of knowledge products, such as success stories, lesson learned, and ad-hoc activity reports as needed, working closely with various internal teams to gather content and information. 
  • Support and assist the preparation related to the writing of policy recommendation documents, including policy briefs, policy papers, and policy memos.  
  • Support in monitoring status of the SKALA internal repository, including new content. 
  • Develop and maintain a database of all participants in knowledge and policy partnerships events. The database should facilitate ongoing outreach to SKALA’s broader audience. 
  • Ensure output deliveries with accountability with adherence to DFAT’s public diplomacy and branding guidelines.  
  • Support, coordinate and monitor the implementation of SKALA’s Communications and Stakeholder Engagement Strategy through knowledge and partnership activities.  
  • Support the coordination with a broad range of stakeholders, including community organisations, government officials at national and subnational levels, NGO think tanks, partners, international and regional organisations. 
  • Other tasks and duties as assigned. 

Other Duties 

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. 
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA. 

Job Requirements 

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. 
  • Work may require long and flexible hours as needed. Travel is based on need. 

Relationship Management 

​​This role reports to the Policy Partnerships Lead with a dotted reporting line to the Knowledge Management Lead.​ 

Selection Criteria 

Essential 

  • ​​Bachelor’s degree in related field (Knowledge Management, Informatics, Communication, Journalism, Public Information, Library Science, Public Policy, Partnership Brokering or similar). 
  • ​Minimum of 5 years’ experience with a proven track record in related field with international development programs (preferably DFAT-funded programs). 
  • ​Demonstrated proficiency in interpersonal communication and coordination, with a proven track record of effectively engaging a diverse array of stakeholders. Ability to work collaboratively and effectively as part of a large team in a supporting role.  
  • ​Proficient in digital working environment such as utilizing Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, SharePoint) and can quickly learn other office applications to efficiently conduct and organize work 
  • ​Proficient in verbal and written communication skills, both English and Bahasa Indonesia 
  • ​Flexibility, creativity, and ability to maintain a rapid and demanding pace of work.​ 

Preferred 

  • Preferably with previous experience working within the Ministry of Bappenas, the Ministry of Home Affairs, and the Ministry of Finance, local governments, universities, NGO think tanks, and other non-governmental organisations. 
  • Basic Knowledge of DFAT processes and procedures.
