Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery.
  • Pillar 2: Better sub-national governance for service delivery.
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

The Role
Junior Fiscal Data Analyst will assist SKALA and its government counterparts, especially MoF and MoHA by providing expertise and technical input on fiscal data analysis that will support evidence-based budgeting processes at the multiple levels of government. The Consultant will construct fiscal datasets from various data sources, build data mapping for spatial pattern visualization utilizing latest available system application, performed correlation analysis using the latest relevant system application, and other relevant regional spending analysis in basic service delivery improvements. The Consultant will also assist the PFM team in presentation material development, minutes of meeting (MoM), and after event report (AER) developments as well as assistance in the follow up activities as elaborated in the MoM or AER.

About You

Specific Responsibilities        

  • Collect, clean, and merge district/city-level panel data, including regional budget (APBD), intergovernmental transfers (TKD) such as the Special Allocation Fund (DAK), General Allocation Fund (DAU), and Revenue Sharing Fund (DBH), minimum service standards (SPM) data, and development indictors, such as infrastructure and health indicatorss, and regional economic growth indicators.
  • Conduct data mapping using latest relevant system application to visualize spatial patterns and identify preliminary associations between public funding and development indicators.
  • Perform correlation analysis using latest relevant system application to examine the relationship between regional transfers and socioeconomic outcomes.
  • Develop Basic Service Index, based on policy coordination meetings with relevant SKALA’s stakeholders.
  • Carry out relevant practical researches using the index to assess SKALA’s role in directing regional spending toward improving basic service delivery and present all findings.
  • Develop minutes of meetings and prepared detailed after-event reports for internal documentation and policy follow-up
  • Perform analytical skills in interpreting data, identify trends, patterns, and correlations, and generate actionable insights for different sets of data including regional budget (APBD), intergovernmental transfers (TKD) such as the Special Allocation Fund (DAK), General Allocation Fund (DAU), and Revenue Sharing Fund (DBH), minimum service standards (SPM) data, and development indicatos such as infrastructure and health indicators, and regional economic growth indicators. Apply statistical methods to draw meaningful conclusions from the data sets.
  • Conduct data quality assurance and quality control in data analysis presented of highly standard and can be utilized fully.
  • Other tasks as requested by SKALA.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

  • Technical analysis report on budget analysis for basic public services delivery
  • Budget data base
  • Technical input on budget analysis quantitatively

Relationship Management

The role will be working closely with the PFM team, under close coordination and reporting to the PFM and MSS Lead. 

Selection Criteria

Essential

  • Bachelor degree in Economics, Public Administration, or Statistics with a minimum of 3 years’ experience in fiscal data compilation and analysis, practical research, in governments planning and budgeting processes. 
  • Proficient in data processing tools: Demonstrate fluency in various data processing tools such as Microsoft Excel, Stata, GeoDa. Leverage these tools to manipulate and transform data, conduct exploratory data analysis, and implement statistical models. 
  • Technical proficiency regarding database design development, data models, techniques for data mining, and segmentation.
  • Proficiency in statistics and statistical packages like Excel, STATA, SPSS, GeoDa to be used for dataset analysis
  • Adept at using data processing platforms 
  • Good interpersonal skills and written and verbal communication skills.
  • Good problem-solving skills.
  • Ability to work both independently and as part of a team to achieve goals.

Preferred

  • Experienced working on activities or projects involving budget analysis, especially related to social protection for people with disabilities.
