Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The Government Data Analysis will provide skills and expertise in processing and analysing data through collection, cleaning, and identifying patterns in existing dataset to produce information in the form of reports or visualizations that are easy to understand. The Consultant will support the analysis of data that will be displayed on NTT Data Portal. This include of various data sources such as OPD, BPS, DTSEN.

About You
Specific Responsibilities
Based on general guidelines from Province Lead SKALA NTT, this position will be under the coordination and supervision of the Provincial Engagement Specialist (PES-DNA) and responsible to Provincial Lead SKALA NTT, for the following matters:
- Identify existing data and information system in NTT and its governance status as part of the joint studies with Badan Perencanaan Pembangunan, Riset, dan Inovasi Daerah (BAPPERIDA) and Dinas Komunikasi dan Informatika NTT.
- Provide technical and substantive inputs in data analysis regarding the development of the NTT Regional Data Portal (https://sasando.nttprov.go.id/).
- Provide relevant data and analysis to support the development of policy brief on Minimum Standard Service (SPM), Public Finance Management (PFM), Gender Equality Disability and Social Inclusion (GEDSI).
- Prepare data analysis reports in the forms of narratives, tables, graphs and visuals.
- Provide technical inputs and analysis regarding Data Tunggal Sosial Ekonomi (DTSEN).
- Support the implementation of the NTT One Data Forum in line with SDI and SDPDN guidelines.
- Share innovation and best practices from Sasando for dissemination at both local and national levels.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- ·Proactively identify and report risks and manage risks within the level of accountability.
- ·Undertaking other duties as required by the Program.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
The consultant will be responsible for producing the following deliverables:
- Technical analysis report on dataset, including socio-economic data, from BPS (Susenas, Sakernas, DTSEN) sub-national budgeting data (APBD) and sectoral data (Dapodik, Satu Sehat, etc) and sub-national data from OPDs.
- Report on GEDSI data analysis and its utilisation in the planning process (e.g., RPJMD, RENSTRA, and RKPD).
- Technical Input to subnational socio-economic data interoperability strategy and mechanism interoperability strategy and mechanism and run various exercises for data matching and data checking.
- Analysis Report on the results of the Data and Information Management System Study in NTT
- Technical inputs on the development of the NTT Regional Data Portal (https://sasando.nttprov.go.id/).
- Report of data analysis results (tables, graphs and visuals) for integration into Sasando.
- Technical Recommendations and policy briefs Minimum Standard Service (SPM), Public Finance Management (PFM), Gender Equality Disability and Social Inclusion (GEDSI).
- Technical Input document for the Implementation of the NTT One Data Forum in Accordance with SDI and SDPDN.
- Technical input document for regional level One Data guidelines aligned with SDPDN.
- Technical inputs and analysis regarding on Data Tunggal Sosial Ekonomi (DTSEN).
- Documentation of innovations and best practices from Sasando for dissemination at both local and national levels.
- Monthly Progress Report
Relationship Management
This position will work closely and effectively with a range of stakeholders:
- Work under the supervision of the Province Lead SKALA NTT
- Collaborate closely with the Provincial Engagement Specialist (PES-DNA) and SKALA Implementation Team
- Engage with provincial government officials and other relevant stakeholders to ensure ownership and alignment with regional policy priorities.
Selection Criteria
Essential
- Master’s degree in Statistics, Government/Public Administration, Economics, Development Studies, Statistics or related fields with a minimum of 7 years’ experience in data analysis, research, data science including its utilization in local planning and budgeting.
- Demonstrated experience in supporting program implementation that utilizes data digitization (information systems) for evidence-based planning and budgeting.
- Proficiency in data processing tools such as Microsoft Excel, Stata, SAS, Tableau, Metabase, Google Data Studio or Python, including the ability to manipulate and transform data, conduct exploratory data analysis, and apply statistical model.
- Strong knowledge of statistics and statistical software packages (e.g., Excel, STATA, SPSS) for dataset analysis.
- Proven ability in SQL, data visualization, and dashboard development.
- Extensive experience in developing or supporting government regulations and policies, especially in NTT regarding data management.
- Strong interpersonal skills with the ability to build and maintain effective working relationships with key stakeholders in government
- Solid understanding of Gender Equality and Social Inclusion (GEDSI) issues.
Preferred
- Experience in supporting provincial governments in developing and managing government data systems.
- Experience working in and/or with local government institutions, particularly at the subnational level.
- Prior involvement in community development projects with government and development partners, particularly in social protection for people with disabilities.
