Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
The GEDSI Policy Advocacy Specialist will support the team to operationalize the mainstreaming of GEDSI through community involvement in various SKALA interventions to support governance for the implementation and fulfillment of minimum service standards in Aceh.

About You
Specific Responsibilities
Based on general guidelines from GEDSI policies, this position is under the coordination of GEDSI Provincial Coordinator – Aceh and is responsible to Provincial Lead – Aceh for the following matters:
- Preparing technical input for the preparation of the draft regulation of the Governor of Aceh regarding the implementation of Qanun Aceh number 2 of 2025 concerning the fulfillment of the rights of persons with disabilities.
- Prepare technical input on the draft technical guidelines, community participation mechanism in development, in accordance with the Governor of Aceh regulation number 12 of 2025 concerning community participation in development (planning, budgeting, implementation, participatory monitoring) development.
- Ensure that the Aceh government implements Aceh Governor’s Regulation number 12 of 2025 concerning community participation in development, through thematic planning forums.
- Prepare and submit technical input to the government on the planning and budgeting of basic service mandatory affairs (minimum service standards) that are oriented towards gender mainstreaming and social inclusion, in accordance with regulations at the regional level (Aceh).
- Ensure that local governments prepare GBS & GBA related to gender mainstreaming and social inclusion, in the preparation of plans and budgets, but not limited to the implementation and fulfillment of basic services (minimum service standards), in accordance with regulations at the regional level (Aceh)
- Collaborate with AIP-SKALA program implementation partners in facilitating the strengthening of the technical capacity of community groups in conducting evidence-based condition analysis, preparation of advocacy working papers for planning and budgeting, implementation and fulfillment of minimum service standards, especially for vulnerable groups.
- Ensure that representatives of community groups (women, persons with disabilities, minority groups and others) are actively involved in thematic forums on regional planning, to convey the need to meet minimum service standards, especially for vulnerable groups
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertake other duties as required by the Program.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Technical input on the draft of the Aceh Governor’s Regulation on the implementation of Qanun Aceh number 2 of 2025 concerning the fulfillment of the rights of persons with disabilities.
- Technical input on the draft of technical guidelines for the mechanism of community participation in development.
- Technical recommendations for the formulation of programs, activities, sub-activities and budgets that are oriented towards gender mainstreaming and social inclusion in the implementation and fulfillment of minimum service standards.
- Tagging documents on the implementation of gender mainstreaming and social inclusion and the implementation and fulfillment of minimum service standards.
- Gender Budget Analysis & Gender Budget Statement document, on the plan to implement and fulfill minimum service standards, in accordance with the regulation of the Governor of Aceh number
- Technical recommendations for policy working papers on the fulfillment of minimum service standards submitted by community groups to policy makers, through thematic forums on regional planning and budgeting.
Relationship Management
This role will be working closely with SKALA Implementation team and with government counterparts, especially with Province Aceh government. This position will report to Provincial Lead – Aceh.
Selection Criteria
Essential
- Master’s degree in development studies, public policy, social studies, or other related field.
- Relevant mid-level and expert technical and operational experience in the field of GEDSI.
- Minimum of 10 years of experience in development projects, working with local and national governments, including research and policy engagement and understanding data-based planning and budgeting.
- Know national and regional policies and regulations regarding minimum service standards.
- Know and understand national and regional regulations/policies related to gender mainstreaming and social inclusion.
- Good experience in reviewing and developing policies and best practices to promote gender equality and inclusion such as drafting policies related to GEDSI, strengthening capacity on GEDSI issues and understanding inclusive planning and budgeting.
- Have a practical and technical understanding of gender equality, disability and social inclusion (GEDSI), demonstrated by experience implementing activities with consideration of gender, disability and social inclusion in Indonesia (preferably work experience in less developed regions of Indonesia).
- Experienced in providing technical support to local governments related to issues of community participation in development
- Have experience working with/for the Government of Indonesia on relevant thematic areas, DFAT and/or other donor funded projects.
Preferred
- Proficient in conducting gender analysis using a range of tools and methodologies, including Gender Analysis Tools, Gender Analysis Pathway (GAP), and Gender-Based Analysis (GBA).
- Experienced in developing gender-responsive planning and budgeting documents.
- Skilled in identifying, analysing, and integrating gender and social inclusion perspectives into the implementation of Minimum Service Standards (SPM) across various development sectors.
- Demonstrates strong technical capacity to mobilize community group representatives to actively participate in local development processes, including planning, budgeting, and participatory monitoring.
- Competent in producing technical documents, analytical reports, policy briefs, and advocacy narratives that are structured, coherent, and evidence based.
