Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The GEDSI Adviser NTT will support the team to operationalize the mainstreaming of GEDSI into government planning and budgeting system and Gender Mainstreaming Working Group (POKJA PUG) to support governance for the implementation and fulfillment of minimum service standards in Nusa Tenggara Timur.

About You
Specific Responsibilities
- Conduct a critical review of the 2025 GAP/GBS documents for provincial agencies in NTT and provide recommendations for improvement.
- Lead the preparation of the 2026 GAP/GBS to support provincial government agencies in in integrating GEDSI principles into the mandated minimum service standards.
- Provide technical recommendations for the refinement and effective use of GAP/GBS Assistance Instruments by the Gender Mainstreaming Working Group (POKJA PUG).
- Strengthen the institutional functions and coordination mechanisms of the Gender Mainstreaming Working Group (POKJA PUG) and Inclusive Planning Forum (Forum Perencanaan Inklusif) through targeted and systematic technical support
- Provide inputs and recommendations to ensure the integration and implementation of GEDSI in regional action plans on gender equality development (RAD Pembangunan Kesetaraan Gender).
- Providing input and recommendations for the utilization of RAD for Persons with Disabilities (RAD Penyandang Disabilitas) and Regional Strategy/RAD on Ageing (Strada/RAD Kelanjutusiaan) into the annual planning documents of regional government agencies.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- A Review report; a set of documented recommendations; presentation materials for government stakeholders
- 7 (Seven) draft GAP/GBS 2026 documents for targeted agencies; technical notes highlighting GEDSI integration; workshop/clinic session with participant list and documentation.
- A revised Assistance Guidance Instrument with annotations and a summary report.
- Policy and technical recommendations for the enhancement of POKJA PUG’s institutional framework; Finalization of the POKJA PUG and Inclusive Planning Forum Working Plans; Secured commitments from member institutions within the POKJA structure to ensure effective implementation of the Work Plan.
- Technical inputs and recommendations on GEDSI integration into Regional Action Plans of Gender Equality Development (RAD PKG).
- Input and recommendation on the alignment of Disability RAD and Ageing RAD with annual planning documents & List of Nomenclatures the alignment of Disability RAD and Ageing RAD with annual planning documents (RKPD 2027).
Relationship Management
This role will be working closely with SKALA Implementation team and with government counterparts, especially with Nusa Tenggara Timur provincial government. This position will report to Provincial Lead – NTT.
Selection Criteria
Essential
- Master’s degree in development, public policy, social, or other related field.
- Relevant mid-level and expert technical and operational experience in the field of GEDSI.
- Minimum of 10 years of experience in development projects, working with local and national governments, including research and policy engagement and understanding data-based planning and budgeting
- Have understanding of national and regional policies and regulations regarding minimum service standards. Extensive experience developing policies and best practices to promote gender equality and inclusion, including drafting GEDSI policies, strengthening capacity, and understanding inclusive planning and budgeting.
- Have a practical and technical understanding of gender equality, disability and social inclusion (GEDSI), demonstrated by experience implementing activities with consideration of gender, disability and social inclusion in Indonesia (preferably work experience in less developed regions of Indonesia).
Preferred
- Experienced in providing technical support to local governments related to issues of community participation in development and cycles of governmental planning and budgeting.
- Have experience working with/for the Government of Indonesia on relevant thematic areas, DFAT and/or other donor funded projects.
