Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. he Role
Fullstack Engineer – Data Perencanaan Aceh will provide his/her skills and expertise to build or develop the BAPPEDA Aceh Planning Data Information System platform and interoperability with Satu Data Aceh and other systems.

About You
Specific Responsibilities
Based on general guidelines from Province Lead – Aceh, this position will be under the coordination and supervision of the Provincial Engagement Specialist (PES) and responsible to Provincial Lead Aceh, for the following matters:
1. User Interface (UI) and User Experience (UX) Design:
- Designing the visual appearance of the application according to user needs.
- Creating wireframes and mockups using tools like Figma/Adobe XD.
- Compiling user flows and user journeys.
- Ensuring the interface is user-friendly and responsive.
2. Database Design and Management:
- Designing the database structure (ERD, table relationships).
- Creating an efficient database schema that meets application needs.
- Managing queries, stored procedures, indexing, and data backup.
- Ensuring data security and integrity.
3. Application Programming (Frontend & Backend):
- Building applications from the client side (frontend) and server side (backend).
- Integrating user interfaces with business logic and databases.
- Writing structured, clean, and well-documented code.
- Performing unit testing and debugging.
- Collaboration and Documentation.
- Collaborate with business system analysts and users to ensure the application meets their needs.
- Create technical documentation such as API documentation (providing an API), database structure, and system architecture.
- Provide technical support during the implementation and training phases.
- Optimize the appearance and performance of applications on the client side (front-end), including managing images and other assets.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertaking other duties as required by the Program
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- BAPPEDA Aceh Planning Data Information System platform and interoperability with Satu Data Aceh and other systems
- Interface of BAPPEDA Aceh Planning Data Information System is user-friendly and responsive with the best performance.
- Data security and integrity of BAPPEDA Aceh Planning Data Information System.
- Comprehensive documentation of the entire technical process, including wireframes and mockups, ERD (Entity Relationship Diagram), source codes, development, testing and debugging, and deployment of BAPPEDA Aceh planning data information system effective operationalization of the application.
- Increasing the technical capacity of data management administrators.
Relationship Management
This position will work closely and effectively with a range of stakeholders:
- Work under the supervision of the Province Lead – Aceh.
- Collaborate closely with the Provincial Engagement Specialist and SKALA Implementation Team
- Engage with provincial government officials and other relevant stakeholders to ensure ownership and alignment with regional policy priorities.
Selection Criteria
Essential
1. General Qualifications:
- Minimum has a bachelor’s degree in computer engineering/ computer science.
- Minimum of 5 years of experience as a programmer or application developer in the development of regional development planning applications or similar, proven by a project history list and job reference letters for experience in large-scale application development in government agency environments.
- Possesses professional certification in their field.
- Capable of developing end-to-end applications (frontend and backend).
- Accustomed to working both in teams and independently on software development projects.
- Prioritized candidates should have experience building web and mobile-based applications.
- Demonstrate the ability to carry out capacity development and share knowledge for the Government of Indonesia and Regional Governments as well as SKALA program staff.
- Strong interpersonal skills, ability to maintain working relationships with key stakeholders in government.
- Understanding of gender equality and social inclusion issues.
2. Technical Skills:
- Frontend: Proficient in HTML, CSS, JavaScript, and frameworks such as React, Vue, or Angular.
- Backend: Proficient in languages such as PHP, Node.js, and supporting frameworks.
- Database: Proficient in database design and management (MySQL, PostgreSQL, MariaDB).
- UI/UX: Understanding of user interface design and user experience.
- Version Control: Familiar with using Git/GitHub/GitLab.
- Understanding of REST API and system integration.
- Able to perform testing and debugging independently.
