Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery.
  • Pillar 2: Better sub-national governance for service delivery.
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
​​Fullstack Developer will assist SKALA and its government counterparts, especially MOHA by providing expertise and technical capabilities on the improvement and implementation of E-Reviu application and its integration with SIPD as planning and budgeting system for sub-national government. The consultant will be providing capacity building to government staffs in MOHA to manage the E-Reviu system. The consultant will also be supporting the integration of SIPD with other national and sub-national systems, including but not limited to e-SPM and SIKD, SIPPP, SEPAKAT etc.​

About You

Specific Responsibilities          

  • ​​​​Provide technical expertise to strengthen the national review application for planning and budgeting through the development of E-Reviu, ensuring that planning and budgeting processes comply with regulations and are supported by working papers with quality technical input. 
  • ​Provide advisory support and technical input to the design of system integration business processes, in consultation with SKALA and government counterparts, ensuring that data—particularly Minimum Service Standards (MSS) data sources—are accessible in a timely and user-friendly manner.  
  • ​Lead the development and enhancement of the E-Reviu application, including its integration with SEPAKAT, SIPD-RI, e-SPM, SIKD, and SIPPP for planning and budgeting processes.  
  • ​Support national-level system integration with unified socio-economic data, such as the Data Tunggal Sosial Ekonomi Nasional (DTSEN).  
  • ​Provide input to national and sub-national data governance policies to improve the effective use of unified socio-economic data for planning and budgeting.  
  • ​Assist in knowledge and skills transfer to government counterparts to ensure sustainable capacity for managing the E-Reviu system.  
  • ​Develop a comprehensive set of Frequently Asked Questions (FAQs) and responses for E-Reviu users  
  • ​Other tasks as requested by SKALA.​ 

Other Duties 

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. 
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA. 

Job Requirements 

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. 
  • Work may require long, and flexible hours as needed. Travel is based on need. 

Deliverables 

  • ​​​​Report on the analysis of the E-Reviu application and identification of areas for improvement. 
  • ​Documented business processes and system development for E-Reviu. 
  • ​Documented input for the design and finalization of the micro-data updating system for handover. 
  • ​Documented input on data-sharing applications and business procedures, including interoperability with SIPD-RI. 
  • ​Documented input on the development of Minimum Service Standards (MSS) features and working papers within E-Reviu. 
  • ​Source codes, algorithm, and hand over documentation to government counterparts   
  • ​Documentation of developing, testing, and deploying E-Reviu from the source codes.   
  • ​Documented processes of policy and guideline development for the operationalization of E-Reviu 
  • ​Frequently Asked Questions (FAQs) and answers for E-Reviu users. 
  • ​Frequently asked questions and answers for new application or update application   

​​Relationship Management 

​​​​​​The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. ​ 

Selection Criteria 

Essential 

  • Bachelor’s or master’s degree in computer science, Information and Technology, or related field with a minimum of 10 years’ experience, including familiarity with SIPD-RI and SIKD integration    
  • Familiarity with development indicator, i.e. poverty, midterm planning, minimum service standards, etc.  
  • Excellent skills and proven experiences in developing software engineering and security system for Ministries 
  • Experienced in building RESTful APIs and backend services using Go and Python frameworks.   
  • Strong understanding of relational databases, especially PostgreSQL.   
  • Proficient in front-end development with JavaScript, React, HTML, and CSS.   
  • Experienced with CI/CD pipelines and containerization using GitLab CI, GitHub Actions, Docker, and Kubernetes. 
  • Excellent skills and proven experiences in open-source system (LINUX or UNIX) programming. 
  • Proven record of strong performance working in teams (teamwork) as well as working independently to deliver quality work. 
  • Excellent interpersonal skills and written and verbal communication skills.   
  • Excellent problem-solving skills. 

Ability to work both independently and as part of a team to achieve goals.    

Preferred 

  • ​​Experienced working on community development and or governance projects involving government and development partners, especially related to social protection for people with disabilities.    
  • ​​Experienced working with Government of Indonesia. ​
