Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

The Role
Data Governance Management and Regional Planning Specialist will provide skills and expertise to assist the Aceh Government in developing the design of the BAPPEDA Aceh planning data information system.

About You
Specific Responsibilities
Based on general guidelines from Province Lead – Aceh, this position will be under the coordination and supervision of the Provincial Engagement Specialist (PES) and responsible to Province Lead – Aceh, for the following matters: Lead the development of quality application code by adhering to application development best practices.
- Conduct studies and analyses with BAPPEDA and DISKOMINSA Aceh on the existing data and information management system in Aceh, including their governance status.
- Provide technical and substantive input on the development results of SIGAP and opportunities for interoperability with the Aceh one data application and the central system.
- Provide technical input on the required standards data and metadata (in accordance with INDAH BPS standards), as analysis material, especially for implementation in planning (RPJMD, RENSTRA, and RKPD/Renja) to support the fulfillment of basic public services.
- Provide technical support to develop the design of the BAPPEDA Aceh Planning Data application, including the identification of current needs, business processes, and architecture (prototype, ERD, DFD), as well as integration mechanisms with OPENDATA Aceh and other related systems.
- Accompany and ensure the quality of the BAPPEDA Aceh Planning Data application developed in accordance with regulations, standards, and the planning needs of Aceh, as well as opportunities for utilization for districts/cities.
- Provide technical input in the finalization of the Aceh one data action plan in accordance with the RPJMD, RENSTRA, and the implementation of RKPD/Renja for the optimization of Aceh one data governance.
- Provide technical capacity support in the implementation of the BAPPEDA Aceh planning data information system, Aceh one data, and related systems, including SIPD.
- Provide technical support for the implementation of the Aceh one data forum in accordance with SDI and SDPDN.
- Prepare and develop guidelines for the use of the BAPPEDA Aceh Planning Data application, as well as the mechanisms/SOP for the management and use of Aceh data.
- Provide technical support to the Aceh Financial Management Agency (BPKA) in managing regional revenue data and the electronic management of regional taxes.
- Provide technical support to BAPPEDA Aceh, 56 SKPD, and BAPPEDA Kabupaten/Kota in building the alignment of cascading planning documents RPJPD, RPJMD, and RENSTRA for optimal annual RKPD planning through SIPD RI.
- Develop mechanisms, procedures for managing regional revenue data, electronic management of regional taxes, and the flow of utilizing SPM data at the planning, budgeting, monitoring and evaluation, and analysis stages.
- Provide technical support in monitoring and evaluation, analysis, and recommendations on the results of planning and budgeting for basic public services (SPM).
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.

Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Design of the BAPPEDA Aceh Planning Data application, including the identification of current needs, business processes, and architecture (prototype, ERD, DFD), as well as integration mechanisms with OPENDATA Aceh and other related systems.
- BAPPEDA Aceh Planning Data application developed in accordance with regulations, standards, and the planning needs of Aceh, as well as opportunities for utilization for districts/cities.
- Technical recommendations for finalizing the Aceh one data action plan in accordance with the RPJMD, RENSTRA, and the implementation of RKPD/Renja for the optimization of Aceh one data governance.
- Facilitate increasing technical capacity in the implementation of the BAPPEDA Aceh planning data information system, Aceh one data, and related systems, including SIPD.
- Technical recommendations for and data management systems targeting/targeting the development of basic public services, especially for vulnerable groups, through preparing business processes and architecture on the Aceh one data platform.
- Technical recommendations and assistance for the implementation of the Aceh one data forum in accordance with SDI and SDPDN.
- Guidelines for managing and using the BAPPEDA Aceh Planning Data application, as well as the mechanisms/SOP for the management and use of Aceh data.
- Update of guidelines for managing and using the village information system (SIGAP).
- Results of better regional revenue data management and the agreed model of electronic regional tax management.
- Technical recommendations to BAPPEDA Aceh, 56 SKPD, and BAPPEDA Kabupaten/Kota in building the alignment of cascading planning documents RPJPD, RPJMD, and RENSTRA for optimal annual RKPD planning through SIPD RI.
- Mechanisms, procedures for managing regional revenue data, electronic management of regional taxes, and the flow of utilizing SPM data at the planning, budgeting, monitoring and evaluation, and analysis stages.
- Technical recommendations in monitoring and evaluation, analysis, and recommendations on the results of planning and budgeting for basic public services (SPM).
- Develop and maintain comprehensive documentation outlining the process for creating policies and guidelines essential for the effective operationalization of the application.
- Monthly progress reports documenting technical input and support provided
Relationship Management
This position will work closely and effectively with a range of stakeholders:
- Work under the supervision of the Province Lead – Aceh.
- Collaborate closely with the Provincial Engagement Specialist and SKALA Implementation Team
- Engage with provincial government officials and other relevant stakeholders to ensure ownership and alignment with regional policy priorities.
Selection Criteria
Essential
- Has a bachelor’s degree in data management and information systems and preferably a master’s degree with a minimum of 10 years of experience helping local governments to improve data governance.
- Experienced in providing support for program implementation that focuses on utilizing data digitization (information systems) for evidence-based planning and budgeting analysis.
- Strong knowledge of current national and regional policies related to data and systems integration.
- Strong knowledge of current national and regional policies related to regional planning and budgeting regulations, as well as the operation and analysis of the utilization of the Regional Government Information System of the Republic of Indonesia (SIPD RI) and related systems.
- Strong skills in preparing or developing regional-level data platform designs, and technical capacity in utilizing data information systems, as well as planning and budgeting information systems for government partners.
- Extensive work experience in formulating government regulations, especially in Aceh regarding data management.
- Demonstrate the ability to carry out capacity development and share knowledge for the Government of Indonesia and Regional Governments as well as SKALA program staff.
- Strong interpersonal skills, ability to maintain working relationships with key stakeholders in government.
- Understanding of issues of basic public services.
- Understanding of issues of gender equality and social inclusion.
