Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role

The Data and Dashboard Specialist will assist SKALA and provide technical assistance to its Government counterparts, particularly the Ministry of Home Affairs, Data Information Center (MoHA-Pusdatin), to map existing Sistem Informasi Pemerintahan Daerah (SIPD-RI) data within National and Sub-National, and coordinate the process of Data Visualization of SIPD-Hub. The Data and Dashboard specialist will also provide technical assistance in the implementation of the Sub National One-Data initiative (Satu Data Daerah) and provide technical advice to integrate existing data from other government information systems to be part of the information required by SIPD-Hub developed by MoHA-Pusdatin.

About You

Specific Responsibilities

Under the guidance of the Data Analytics Lead and in close coordination with the Data Systems Integration Governance Manager, Digital Planning Capacity Development Manager, and System Information Specialist, s/he will be responsible for the following tasks:

  1. Analyse technical details of the existing SIPD-RI application, business process, and Standard Operating Procedures, the type of data collected, and the mechanism of data collection and data capture;
  2. Facilitate and support in assessing existing SIPD-RI system, e-database, and other dashboards
  3. Provide recommendations to improve the quality of SIPD data and coordinate the process of data updating and improvement in the dashboard;
  4. Identify program and policy needs for the program dashboard based on the strategic focus of SIPD-RI and make recommendations for improvement;
  5. Create an attractive and fit-for-purpose visualization of the SIPD-RI and SIPD-Hub dashboard under the guidance of MoHA Pusdatin, SKALA Technical Consultant, and other relevant MoHA directorates;
  6. Provide facilitation to integrate the existing data from SIPD-Hub to be part of the information required by MoHA;
  7. Provide technical assistance and work closely with other SKALA thematic teams, e.g., PFM, GEDSI, and others, to identify and interpret patterns and trends in specific GEDSI data to ensure that data on women, disabilities, and vulnerable individuals and their needs are available and accurate.
  8. Perform other tasks required in coordination with MoHA-Pusdatin or SKALA

Other Duties:

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need (other options: travel is not required, or occasional travel).

Deliverables

  1. Inception (initial) report and Dashboard visualization plans to support SIPD, e-Database, and other Government Data Visualization dashboards.
  2. Regularly report on technical assistance in developing Data & visualization Dashboards.
  3. Technical recommendations to improve the quality of SIPD-Hub data and support analysis and visualization.
  4. Support in implementing and facilitating training sessions, workshops, and other events related to Data, Dashboards, and Visualization.
  5. Documented technical consultation, workshop/meetings, and discussions with Pusdatin and other relevant stakeholders (Ministry/Institutions)
  6. Report or progress update of local government’s capacity (human resources, regulation, systems, etc.) related to Data Analysis and Visualization.
  7. Support in facilitating knowledge building and knowledge sharing, i.e: development of a centralized repository of training resources and materials.

Relationship Management

The role will work closely with the Data and Analytics team and Government counterparts, under close coordination, and report to the Data and Analytics Lead.

Selection Criteria

Essential

  1. University degree in Information Communications Technology (ICT) or a closely related discipline
  2. Minimum 5 (five) years of experience at the level of expertise required to carry out the primary duties and responsibilities of this position, including data management, database systems, and data visualization;
  3. Experience in SQL and related database systems such as MSSQL server, MySQL, MariaDB, or other databases;
  4. Experience with web technologies, such as Javascript, HighChart, amChart, HTML5, and CSS;
  5. Hands-on experience with dashboarding tools, particularly Tableau, and other Data Visualization tools, is desirable;
  6. Ability to manage time efficiently, effectively handle multiple tasks and competing priorities, as well as meet deadlines;
  7. Ability to work independently and as part of a team; 
  8. Excellent interpersonal skills and written and verbal communication skills.
  9. Excellent problem-solving skills.
  10. Ability to work both independently and as part of a team to achieve goalsUnderstanding of gender equality and social inclusion issues.

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
