Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

• Pillar 1: Stronger national level enabling environment for sub-national service delivery
• Pillar 2: Better sub-national governance for service delivery
• Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
​​Data Analysis Intern will support the implementation team, by providing technical support on data processing, data quality control, data visualization and other data related. The intern will work closely with Provincial Engagement Specialist (Data and Analytic) and SKALA Aceh Province team to ensure technical support provided efficiently.​

About You

Learning Objectives 

• One Data Governance: Understand policies and mechanisms for data governance implemented by local governments. 
• Data analysis: Develop technical skills in data collection, cleaning, standardized analysis, and effective data utilization. 
• Stakeholder Coordination: Strengthen coordination skills when working with government entities, donors, and development partners. 
• Technical Support: Gain experience in preparing governance documents, reports, and materials for meetings. 
• Risk Management: Learn to identify, assess, and manage risks in program implementation. 
• Organizational Skills: Build logistical and administrative capabilities for planning meetings, events, and travel arrangements. 
• Policy Compliance: Understand and apply organizational policies on gender equality, disability inclusion, fraud prevention, and child protection. 

Specific Responsibilities          

• ​​Support the team in preparing data, data mapping, data cleaning, data merging, data quality control and back-ups including GEDSI disaggregated data.  
• ​Assist in identifying trends, patterns, and correlations across various datasets—including Portal Satu Data, SIGAP, E-SPM, and others—to generate actionable insights for planning and budgeting processes.  
• ​Support the team in conducting data quality control for Portal Satu Data, E-SPM and SIGAP application regularly to ensure data presented of highly standard and can be fully utilized. 
• ​Support the development of data visualizations using appropriate tools to effectively communicate insights and facilitate decision-making in national and local planning, budgeting, and service delivery.​  

Other Duties 

• Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. 
• Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA. 

Job Requirements 

• Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. 
• Work may require long, and flexible hours as needed. Travel is based on need.  

Relationship Management 

​​This role will be working closely with Provincial Engagement Specialist (Data and Analytics) including with technical experts and government counterpart, especially with Department of Communication, Informatics and Cryptography Aceh and Aceh Development Planning Agency. This position will report to Aceh Provincial Lead – SKALA.​ 

Selection Criteria 

Essential 

• ​​Currently enrolled in undergraduate studies (final year) or Master’s program in social science, development studies, business management, statistics, computer science, or a related field. Fresh graduates (within 12 months since graduation) are also eligible.​  
• ​​Demonstrated data analytical capabilities, i.e. boot camp certificate, results of works, etc. ​  
• Strong interest in SKALA’s thematic areas related to Data and Analytics. 
• Strong analytical and writing skills and experience preparing documentation and meeting notes for the internal team. 
• Strong interpersonal and engagement skills, with the ability to communicate effectively across cultures and with diverse program teams. 
• Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook. 
• Proficient in Canva or Metabase aplication.
