Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The Communications Manager’s primary responsibility entails overseeing the collection, refinement, and repurposing of information for strategic communication initiatives. This includes ensuring compliance of communications materials with branding guidelines and establishing close collaboration with the implementation and Monitoring, Evaluation, Research and Learning (MERL) team. Additionally, the incumbent is accountable for providing regular coordination, progress updates and comprehensive documentation of activities, encompassing weekly updates, communication materials, success stories, reports, press releases, and public information and social marketing campaigns across traditional and social media channels. He/She will also facilitate the implementation of strategic communications efforts.

About You

Specific Responsibilities          

The key responsibilities of the position include, but are not limited to the following: 

General 

  • Develop and strengthen strategic relationships across a broad range of stakeholders, including community organisations, government officials, partners, international and regional organisations. 
  • Ensure a clear understanding of the SKALA Program and its activities, through consistent use of standard messages integrated into all communications. 
  • Ensure output deliveries with accountability and adherence to DFAT’s public diplomacy and branding guidelines.  

Specific Content 

  • Implement and socialize guidelines, templates, and procedures for effectively and efficiently developing and quality assuring SKALA’s communication products and activities, including events, as envisioned in SKALA’s Communications and Stakeholder Engagement Strategy. 
  • Manage weekly progress reports for strategic communications activities. Write and schedule success stories, and ad-hoc activity updates as needed, working closely with various teams to gather content and information. 
  • Prepare, write and assist in the preparation of a bi-monthly newsletter draft in English and Bahasa Indonesia for distribution to stakeholders to share activity progress, success stories, and lessons learned, amongst others. 
  • Coordinate and develop communication materials including social media content, scripts and podcasts; maintain connections with key stakeholders, partners, media and influencers for wider dissemination.  
  • Assist in and quality assure translation of various communication and advocacy materials from English to Bahasa Indonesia.  

Events and media management 

  • Support the planning, coordination and implementation of SKALA’s Strategic Communication events, including oversight of Event Organizers, detailed budgeting, and preparation of and adherence to Standard Operating Procedures and checklists for events.  
  • Prepare and manage media outreach, press releases, media invites, and other media management support; monitor media coverage and generate reports on related focus issues. 
  • Ensure the necessary multimedia consent and copyright compliance for any photo/video/audio content production, including for children and vulnerable groups. 
  • Ensure compliance and quality delivery for sub-contracted vendors (e.g., strategic partner/advisors, panel vendors, event organisers, translation services etc.)  
  • Other tasks and duties as assigned. 

Other Duties 

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. 
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA. 

Job Requirements 

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. 
  • Work may require long and flexible hours as needed. Travel is based on need.  

Relationship Management 

​​The Communications Manager will report to the Strategic Communications Lead and work closely with members of the Knowledge Management & Partnerships Unit, as well as collaborate with members of the implementation and MERL teams.​ 

Selection Criteria 

Essential 

  • Bachelor’s or master’s degree in related field (Mass Communication, Journalism, Public Information, Public Relations, or similar). 
  • Minimum of 8 years’ experience with a proven track record in implementing communications on international development programs (preferably DFAT-funded programs, or experience in journalism), including the use of various tactics and tools.  
  • Strong media network with media management experience with proven track record. 
  • Strong interpersonal and negotiation skills, including experience working with a broad range of stakeholders, from government stakeholders at national and sub national levels through to communities. 
  • Ability to work collaboratively and effectively as part of a large team in a supporting role.  
  • Excellent verbal and written communication skills in English and Bahasa Indonesia, including experience in preparing talking points, speeches, briefing notes, and inputs for printed and electronic media. 
  • Flexibility, creativity, and ability to maintain a rapid and demanding pace of work. 

Preferred 

  • ​​Having experience in close coordination with government counterparts.  
  • ​​Having knowledge of DFAT guidelines.
