Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars: 

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery  
  • Pillar 2: Better sub-national governance for service delivery

The Role
The Senior National Data Governance Specialist (The Consultant) will assist SKALA and its government counterparts, especially with BAPPENAS to conduct analytical work, development of policy, concept and facilitate the inter-ministries discussion on data governance, data share, and data integration at national and with sub-national governments to ensure harmonized and consolidated planning and budgeting as well as social protection in targeting women, disability, and vulnerable groups. The consultant will provide technical and facilitation expertise with quality and high performance, promoting coherence, synergy, and meaningful collaboration between ministries, and local governments.

About You

Specific Responsibilities

  1. Overview the current situation and assess the national data governance, including but not limited to village-based data collection: IDM, SDGs Desa, IPD, DTKS, Prodeskel, Podes, etc  
  2. Develop draft concept data governance policy and business process for utilization and updating of REGSOSEK and identify roles and function of relevant ministries and local government including villages.  
  3. Provide input on the design on SEPAKAT integration with SIPD and local information system, to ensure REGSOSEK data is available at district and villages for updating and utilization.   
  4. Develop guidelines on the REGSOSEK updating and utilization through integrated local information systems.   
  5. Develop guidelines on the use of data especially for planning a social protection program targeting women, disability, and vulnerable groups.   
  6. Identify challenges and institutional issues related to REGSOSEK data governance including integration with other data sources systems.   
  7. Provide input on monitoring and evaluating the implementation of the Ministry of Social Affairs’ Strategic Plans 2020-2024.  
  8. Provide input related to Annual Government Work Plan writing, including embedding the results from evaluation or other studies to the Annual Government Work Plan document, especially related to data management.  
  9. Provide input on monitoring and calculating budget allocation requirements for implementing updating REGSOSEK and social protection programs.  
  10. Facilitate inter-ministries policy and technical discussions regarding the REGSOSEK data governance and utilization.  
  11. Provide input on SEPAKAT application development including but not limited to modules needed (profile and analysis, planning and budgeting, monitoring and evaluation, feedback, and services).  
  12. Provide input on design of capacity building local governments on the utilization of SEPAKAT applications for updating, planning/budgeting, and services.  
  13. Provide input to sub-national planning and budgeting including design of social protection program by using REGSOSEK data.
  14. Conduct other tasks assigned by supervisor.  

Other Duties:

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. 
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability. 
  • Undertake other duties as required by the Program. 

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. 
  • Work may require long, and flexible hours as needed. Travel is based on need. 

Deliverables

  1. Monthly update on the progress of app development and maintenance and progress of transfer of knowledge to government partners  
  2.  The system application and its source codes.  
  3. Documentation of developing, testing, and deploying village/local level information level system from the source codes.  
  4. User manual for new application or modified application  
  5. Documented process of national and sub-national system development  
  6. Frequently asked questions and answers for new application or modified application
     

Relationship Management 

This role will be working closely with SKALA Implementation team and with government counterpart, especially Bappenas and MOHA. This position will report to LOGIS Lead. 

Selection Criteria 

Essential

  1. Master degree in Economic or Social Science, with at least 15 years experiences on poverty reduction and 8 years experiences on social protection issues   
  2. Experienced in providing support for implementation of program which focus on the use of data digitalization (information system) and analysis for evidence-based planning and budgeting, including DMD/K SEPAKAT  
  3. Experienced in providing support for the formulation of social protection reform policies and programming  
  4. Experienced in providing support for the formulation of data governance policies and guidelines  
  5. Have understanding and knowledge regarding program integration and synergy, as well as cooperation between ministries/agencies and local governments  
  6. Experienced in providing support for the formulation of local government capacity building in the utilization and updating of social protection and poverty alleviation data. 

Remuneration
Remuneration Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
