The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable group

The Role
The Senior Manager – Data and System Integration Governance will be responsible for managing the development of conceptual frameworks for data, information system and its integration governance, as well as implementation at sub-national level. The Senior Manager will provide technical expertise, facilitation and managing the system integration governance activities at sub-national level. To ensure coherence and synergy in achieving program objective, the Senior Manager will work collaboratively with other team at national and sub-national level. The Senior Manager will be supporting LOGIS Lead in the engagement with Government of Indonesia and DFAT to ensure planning and implementation is based on priorities and agenda set by the program governance. With guidance from LOGIS Lead, The Senior Manager will coordinate with Operations and Finance Team, Planning and Quality Team, and Performance and Learning Team to ensure compliance, quality, and effectiveness. The Senior Manager will be responsible on Implementation for LOGIS-related results, working with other thematic team to ensure achievement of coherent and cohesive intermediate outcomes align with DT-Global, DFAT and best practice principles and policies.

About You
Specific Responsibilities
The key roles and responsibilities of the position are to provide the following:
Engagement
- Manage engagement with officials at national key ministries, ensuring pro-active communication and presence as strong GoA-GoI partnerships;
- Provide support to subnational government engagement, especially in relation to policy advocacy, i.e. Satu Data, interoperability, Regsosek updating, planning and budgeting for data governance, etc.
- Ensure subnational activities are well acknowledged and supported by national key leading ministries in accordance of guidance from Program Steering Committee and Technical Committee;
- Proactively mitigate changing environment (and risks) within key ministries and ensure supervisor and Implementation Director is well-informed;
- Ensure DFAT presence in the key meetings/workshops according to the SKALA Governance manual;
- Coordinate with other DFAT programs on issues related to basic services, data governance, regional planning, otsus, etc.
- Promote broad-based public dialogue over poverty, GEDSI and community development/decentralisation issues.
Implementation and quality assurance
- Manage the development of technical conceptual framework of data and system integration, as well as it’s governance and capacity building framework, and seeking input from other relevant thematic unit (PFM and GEDSI), as the conceptual basis of SKALA’s support to data and analytic activities;
- In collaboration with key government counterpart, manage the development (and or technical input) of data sharing and interoperability system and governance, system security/SPBE, and the use of data design within sub-national government agencies (One Data), and with national system, i.e. Sepakat /Regsosek, SID, SIPD, and other sectoral data;
- Provide technical input of workplan and activities on data and analytics, to ensure workplan and activities are aligned with GoA and GoI priorities, SKALA’s logical framework and outcomes and DFAT priorities;
- Provide technical input to workplan and activities and ensuring synergies across theme at national and sub-national level, ensuring program coherence, cohesion across outcomes (IO1-9) and between central level policy investments and sub national activities;
- Oversight the implementation of SKALA’s activities related with data and analytics, especially at sub-national as agreed in the workplan to ensure technical quality;
- Provide technical input and review of policy document, briefs, analysis, and other knowledge products;
Management
- Oversight the deliveries of data and analytics related works at sub-national and ensuring high performance and results;
- Assessing the resource and capabilities of sub-national implementation team in delivering data and analytics related activities;
- Provide support in managing resources, especially mobilisation of technical experts (STAs) to sub-national, budget allocation and spending in accordance to progress and target;
- Responsible in preparing LK-BAST and implementation report;
- Provide support in coordination with Ops & Finance Team to ensure compliance on operational aspects of the Program implementation, including HR, procurement, fiduciary and risk management processes;
- Provide support in coordination with Planning & Quality and Communications Team to ensure quality of planning, implementation and results; and
- Provide support in coordination with Performance & Learning Team to ensure monitoring and evaluation framework is followed.
Other Duties:
- Comply with DFAT, DT-Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT-Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertake other duties as required by the Program.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Relationship Management
This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will report to the LOGIS Lead.
Selection Criteria
Essential
- Master’s degree in Information Technology, Business Administration, Public Policy, Social Sciences, or related subjects; and at;
- Has at least 10 years of working experience in the areas of data governance/one data, system/data integration, data-based services, system security, and local governance;
- Has at least 5 years of working experience at the manager level.
- Demonstrate skills in system/data integration and data governance, and be familiar with poverty data.
- Has enough knowledge and experience in local systems/information systems and government of Indonesia’s planning and budgeting process;
- Experienced working on donor-supported projects involving government and development partners;
- Able to analyze and present complex information; strong presentation, communication, and writing skills in both English and Bahasa Indonesia;
- A proven record of strong performance working in teams (teamwork) as well as working independently to deliver quality work.
- Fluency in Bahasa Indonesia and English languages
- Understanding of gender equality and social inclusion issues.
Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
