Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

The Role

Reporting to the PFM Lead, the Regional Planning Specialist will be responsible for supporting the Government of Indonesia (BAPPENAS, KEMENKEU and KEMENDAGRI) in providing input for policy formulation of regional planning for the fulfilment of minimum service standard, poverty eradication, and enhance local economic development that in line with SKALA mandate.

About You

Specific Responsibilities

  1. Facilitating the policy dialog with the other relevant ministries and/or subnational governments and provide input for the development of RPJMN 2025-2029
  2. Technical input for development of capacity development for implementation of Otsus Fund for Papua and Aceh.
  3. Technical input for development of capacity development for implementation of Fiscal transfer Fund in SKALA Provinces.
  4. Technical input for costing and formulation and mechanism for fiscal transfer.
  5. Technical input on DAK Physic and Non-Physic Policy for education sector.
  6. Technical input on General Allocation Fund Policy for earmarked on education sector.
  7. Technical input for study mandatory spending for Infrastructure Sector in APBD and piloting in selected areas.
  8. Technical input on developing the index for basic services for education sector.
  9. Technical input on derivative regulations on Law No. 1/2022 on HKPD.
  10. Technical input for Political Economy Analysis and Financial Analysis related to SKALA mandate.

Other Duties:

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, HIV and AIDS, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.
  • Undertake other duties as required by the Program.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need (other options: travel is not required, or occasional travel).

  • Recommendation/policy brief and/or policy note on thematic issues in supporting the development of RPJMN 2025-2029.
  • Design for development of capacity development for Fiscal Transfer Fund management.
  • Recommendation/policy brief and/or policy note on DAK Physic (for infrastructure sector) and Non-Physic Policy.
  • Recommendation/policy brief and/or policy note on General Allocation Fund Policy for earmarked on education sector.
  • Recommendation/policy brief and/or policy note on the index for basic services for education sector.
  • Recommendation/policy brief and/or policy note on mandatory spending for infrastructure – in education sector.
  • Recommendation/policy brief and/or policy note on derivative regulations on Law No. 1/2022 on HKPD.
  • Input for Political Economy Analysis and Financial Analysis report related to SKALA mandate.

Relationship Management

This position reports to the PFM Lead and will work closely and effectively with Fiscal Transfer Manager and Special Autonomy Manager. Candidate will also be working with range of stakeholders, including all other Program staff, limited with Operational Staff, GoI, Local Governments, and other external service providers.

Selection Criteria

  1. Master’s degree in economics, development studies, public policy, or other related economic sciences, with minimum 7 years of relevant experiences, or bachelor’s degree in economics, development studies, or other related social sciences, with minimum 10 years of relevant experiences.
  2. Strong knowledge on recent national and local policies on macro economy, regional economy, and planning.
  3. Strong knowledge and expertise on statistical applications.
  4. Substantial working experience in supporting local government in planning and budgeting especially in lacking regions, such as Aceh dan Papua.
  5. Substantial working experience with national Government especially with KEMENKEU, BAPPENAS and KEMENDAGRI.
  6. Strong reporting/writing skills.
  7. Excellent interpersonal skills, and written and verbal communication skills, both in Bahasa and English.
  8. Ability to work both independently and as part of a team to achieve goals.
  9. Understanding of gender equality and social inclusion issues.

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
