Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role

The consultant will assist SKALA and The Provincial government of North Kalimantan to develop the SIDARA CANTIK (one data application for the North Kalimantan Government) and integrate them with other national and local government applications such as Portal SDI, SEPAKAT, SID, SIPD and other applications with guidance from SKALA and The Provincial government of North Kalimantan.

About You

Specific Responsibilities

  1. Writing web application code. Also developing and testing APIs for various third-party systems or frontend applications specifically to support local Government in preparation and development of regional one data application “SIDARA CANTIK”. 
  2. Integrating with local systems in North Kalimantan.
  3. Designing and implementing performant applications, identifying, and fixing bottlenecks that may arise from inefficient code.
  4. Following a secure development lifecycle, integrating web application security standards in your workflow
  5. Identifying technical points of collaboration with other applications such as SIPD and SEPAKAT and develop its business process.
  6. Contributing to system design discussions and understanding the product and technologies used.
  7. Working to defined project plans and timescales in an agile environment, with the help of our provincial lead.
  8. Working with internal stakeholders to understand and resolve software problems independently, with minimal supervision.
  9. Provide on-call technical supports to SKALA and local government during application testing, usage, maintenance, and modification.
  10. Other tasks as requested by SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

  1. Monthly report.
  2. SIDARA CANTIK  Next Generation and its source codes
  3. Documentation of developing, testing, and deploying SIDARA CANTIK Next Generation from the source codes.
  4. User manual for new application or update application
  5. Frequently asked questions and answers for new application or update application

Relationship Management

This position will work closely and effectively with a range of stakeholders, including all other program staff, especially with Provincial Engagement Specialist, the DT Global corporate team and other external service providers. The position will report to the Province Lead.

Selection Criteria

Essential

  1. Bachelor’s or master’s degree in computer science, Information and Technology, or related field with minimum 5 years experiences.
  2. Experience with PHP or Python Framework and its ORM/raw SQL query. Able to write clean HTML, Python or PHP language.
  3. Experience with Java script framework such as Vue JS / ReactJS
  4. Experience in writing testable code – Unit/Integration/End-to-end testing
  5. Proficient understanding of code versioning in Git
  6. Familiarity with data management system like CKAN and API Integration.
  7. Experience with CI/CD pipelines or using automation for the deployment process.
  8. Basic experience with Docker.
  9. Excellent skills and proven experiences in open-source system (LINUX or UNIX) programming.
  10. Excellent skills and proven experiences in software engineering and security system.
  11. Excellent interpersonal skills and written and verbal communication skills.
  12. Excellent problem-solving skills and ability to work both independently and as part of a team to achieve goals.

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
