Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara (Kaltara), Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and Gender Equality, Disability and Social Inclusion (GEDSI).

The Role
The GEDSI Specialist will support the team to operationalize the GEDSI Strategy through technical oversight and support to mainstream GEDSI in various SKALA’s interventions. This position will work with the team to provide GEDSI technical support as required, particularly to strengthen GEDSI mainstreaming in Kaltara Province.

Remuneration and Benefits

The key roles and responsibilities of the position are to provide the following:

Provide technical inputs and technical assistances to Kaltara Provincial Government, focusing to:

  1. Support ongoing activities against the targets set out as outlined in the SKALA’s work plan. Work closely with the GEDSI Coordinator on delivery, reporting and monitoring of the overall implementation of GEDSI activities as directed by the Provincial Lead.
  2. Provide support on the strengthening of GEDSI mainstreaming in various interventions which related directly with the local government priority agenda such as: providing technical input and support to the preparation of draft regional regulations regarding gender mainstreaming, disability, regional action plans from the GEDSI group, SEPAKAT/REGSOSEK and other relevant activities as needed.  Assisting an inclusive planning and budgeting process to fulfill minimum service standard for vulnerable groups including women, people with disabilities, elderly and indigenous community.
  3. Assist with the GEDSI team, Provide training and technical support to stakeholders including CSOs, OMS, and Government related to GEDSI.
  4. Work collaboratively with the team to develop policy brief and other relevant publication to promote and advocate the research result, lesson learn for policy improvement on GEDSI responsive planning and budgeting

Other Duties:

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.
  • Undertake other duties as required by the Program. 

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Relationship Management

This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will report to the Province Lead Kalimantan Utara.

  2. Documented input to above mentioned focuses.

Selection Criteria

  1. Master’s degree or higher (or equivalent in experience) in international development, gender/women’s studies, disabilities studies, public policy, business, economics, or related field of study.
  2. Relevant mid and expert level technical and operational experience in the field of GEDSI.
  3. Minimum Have 10 years of experiences in development projects, working with local and national government, including research and policy engagement and familiar with local data driven planning and budgeting.
  4. Sound experience in reviewing and developing policies and best practices to promote gender equality and inclusion  such as: drafting GEDSI related policies, strengthening the capacity of GEDSI issues and understanding inclusive planning and budgeting.
  5. Has practical and technical understanding of gender equality, disability, and social inclusion (GEDSI), demonstrated by experience implementing activities with gender, disability, and social inclusion considerations in Indonesia (preferably working experience in the less developed region of Indonesia)
  6. Has experience working with/for GOI on relevant thematic area, DFAT and/or other donor funded projects.
  7. Demonstrated strong analytical and writing skills and experience preparing high-level communication products for stakeholders, clients, and officials.
  8. Strong engagement skills with a wide range of government, non-government, and donor organisations; and a demonstrated ability to effectively communicate in a cross-cultural context.

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
