Program Background 

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars: 

·      Pillar 1: Stronger national level enabling environment for sub-national service delivery  

·      Pillar 2: Better sub-national governance for service delivery 

·      Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

The Role 

The Gender Equality, Disability and Social Inclusion (GEDSI)-Provincial Coordinator will oversight the provincial team to operationalize the GEDSI Strategy through technical input and support to mainstream GEDSI in various SKALA’s interventions at the Tanah Papua provinces including Papua, Papua Barat, Papua Barat Daya and Papua Selatan province. This position will be based in Jayapura and work with the implementation team at national and sub-national to ensure GEDSI activities being implemented, support mobilizing technical support as required, and support the Planning & Quality, and Performance & Leaning team to ensure the information, data, and learning is effectively captured in designs, workplans, monitoring and evaluation plans from the outset and gathered, managed, and analysed in a systematic way. 

The GEDSI-Provincial Coordinator will work collaboratively with the provincial team under supervision of the Provincial Lead Papua & Papua Barat and coordinate intensively with the GEDSI team at the national level to ensure information from implementation (data, learning, good practice) are available and inform practice and improvement; and needs of implementation teams are met.

About You  

Specific Responsibilities

  1. Support ongoing activities against the targets set out as outlined in the SKALA’s work plan. Work closely with the provincial and national team on delivery, reporting, monitoring, and evaluating of the overall implementation of GEDSI activities as directed in the strategy. 
  2. Together with the provincial and national implementation team identify strategic entry points to strengthen GEDSI interventions in line with the SKALA’s program design and the targets to be achieved. 
  3. Using relevant GEDSI instruments in providing technical input and oversight to provincial programs and activities in accordance with the agreed work plan. Provide recommendations and guide the necessary follow-up to identify practices, needs, gaps, and technical support to maintain quality work to the SKALA team in the implementation of GEDSI related activities. 
  4. Identifying with the teamwork areas that need to be followed up and strategies to achieve them, whether through the support of consultants, partnerships with civil society organizations, organizations of persons with disabilities and or through collaboration with other programs. 
  5. Compile and analyze information, data, and progress on the implementation of GEDSI policies in Indonesia to provide provincial context as part the development of GEDSI and Citizen Engagement Strategy document. 
  6. Support the collection of information and data for the preparation of relevant reports, progress notes, concept development, activity design and GEDSI progress notes in collaboration with relevant technical managers and/or provincial lead under the direction of the GEDSI Lead to provide robust evidence for the reporting process. 
  7. Participate and contribute to cross-program meetings to support integration between cross-program elements and the implementation team. 

Other Duties:

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. 
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA. 
  • Proactively identify and report risks and manage risks within your level of accountability. 
  • Undertake other duties as required by the Program. 

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need. 


  1. Design of the methodology of Sub-National Public Expenditure and Revenue Analysis (PERA).
  2. The result of Sub-National PERA data analysis (quantitative and qualitative).
  3. The final draft of PERA documents.
  4. Papers/presentations/discussions materials related to the process Sub-National Public Expenditure and Revenue Analysis (PERA).
  5. Policy Brief on the Optimalization of Sub-National Public Expenditure and Revenue Analysis (PERA).

Relationship Management

This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will report to the Provincial Lead. 

Selection Criteria


  1. Graduate degree in a relevant field (development studies, gender studies, politics, social studies and so on) with minimum 5 years of working experience in program implementation focusing on gender equality, disability, and social inclusion; or 
  2. Senior High School graduate with minimum 10 years of working experience in program implementation focusing on gender equality, disability, and social inclusion. 
  3. Understanding of the intersectionality issues on GEDSI. 
  4. Demonstrated experience in project management (design, implementation, budget management, monitoring, evaluation, and reporting) in Indonesia. 
  5. Ability to analyse information and draft convincing reports. 
  6. Highly developed written and spoken communication skills, in Bahasa and English. 
  7. Excellent interpersonal and communication skills able to forget relations easily with a variety of stakeholders to motivate others, gain support for initiatives, and work towards achieving common objectives. 
  8. Self-starter with a proactive attitude, able to multitask, operate with limited information and work under minimal supervision.
