The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The Role

The Front-end Engineer (The Consultant) will assist SKALA’s government partners to support development of SEPAKAT application and its’ integration with SIPD RI. The Consultant will also support sub-national system development including its’ integration to village-level information systems.

About You

Specific Responsibilities

1. Support development of SEPAKAT application, especially in data updating, planning, and budgeting modules, at village, sub-district level.
2. Support data updating in SEPAKAT application, including macro and micro data to be used for analysis.
3. Support development of Knowledge Management modules for SIPD RI and SEPAKAT.
4. Support improvement and or development of locally data generated information systems in SKALA supported provinces.
5. Develop user manual on the use of application, system management, maintenance, and modification.
6. Provide transfer of knowledge and skills to local government on application usage, maintenance and modification as needed by local government.
7. Support the development of national system applications, including SIPD and SEPAKAT including integration with sub-national information systems
8. Provide on-call technical supports to SKALA and local government during application testing, usage, maintenance, and modification.
9. Other tasks as requested by SKALA and its government partners.

Other Duties

• Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
• Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
• Proactively identify and report risks and manage risks within your level of accountability.
• Undertake other duties as required by the Program.

Job Requirements

• Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
• Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

1. Monthly update on the progress of app development and maintenance and progress of transfer of knowledge to government partners
2. The system application and its source codes.
3. Documentation of developing, testing, and deploying the application from the source codes.
4. User manual for new application or modified application
5. Documented process of transfer of knowledge and skills in application maintenance.
6. Frequently asked questions and answers for new application or modified application.

Relationship Management

This role will be working closely with SKALA Implementation team and with government counterpart, especially Bappenas and MOHA. This position will report to LOGIS Lead.

Selection Criteria

1. Bachelor’s or master’s degree in computer science, Information and Technology, or related field with minimum 7 years experiences, including experiences in supporting local level data collection and information systems.
2. Excellent skills and proven experiences in software engineering and security system.
3. Experience with HTML, CSS, SCSS.
4. Experience development software using JS framework such as Vue.JS, Nuxt.JS, or Angular JS
5. Experience to create the user interface for an app, website, or other interactive media using FIGMA.
6. Familiar with Electron JS for desktop application
7. Excellent skills and proven experiences in open-source system (LINUX or UNIX) programming.
8. Excellent interpersonal skills and written and verbal communication skills.
9. Excellent problem-solving skills.
10. Ability to work both independently and as part of a team to achieve goals.

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
