The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The Role
Data Analyst will assist SKALA and its government counterparts, especially MOHA by providing expertise and technical input on data management using SIPD (Sistem Informasi Pemerintahan Daerah) and other system development as assigned by MOHA. The Consultant will be supporting the development of analysis modules in the system including REGSOSEK and other village-based data source. The Consultant will also support the development of national policy and guidelines to ensure local governments utilize data in planning and budgeting as well as service provisions.

About You
Specific Responsibilities
- Collate data conduct technical analysis on the dataset, including concept and definition, methodology of data collection and source of data.
- Provide support to development of additional system to support local government (especially district level) in monitoring development.
- Provide guideline as reference for central and sub-national governments for organizing data to ensure data is accurate and high quality, especially data on women, disabilities, and vulnerable and their needs (GEDSI).
- Provide technical expertise and work closely with SKALA-GEDSI team to identify and interpret pattern and trends on specific GEDSI data to ensure data on women, disabilities and vulnerable individual and their needs are available and accurate.
- Provide technical input to national and sub-national regulatory and policies frameworks ensuring coherence and synergy related to GEDSI data integration and utilization.
- Provide technical facilitation to MOHA-PUSDATIN and other component within MOHA, as well as other ministries, especially BAPPENAS on the discussion on dataset analysis for SIPD-SEPAKAT integration.
- Work collaboratively with programmers to identify process improvement opportunities, propose system modifications, and data governance mechanism that will ensure GEDSI data are accessible.
- Provide technical facilitation to MOHA-PUSDATIN and other ministries, especially Ministry of Finance on the discussion on dataset analysis for SIPD-SIKD integration.
- Provide technical facilitation to MOHA-PUSDATIN and sub-national government on the discussion on dataset analysis for SIPD-Sectoral and basic services data system integration.
- Other tasks as requested by SKALA.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertake other duties as required by the Program.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- Technical analysis report on dataset, including REGSOSEK, Prodeskel, Podes, and Siskeudes.
- Developed system/app as part of SIPD development for sub-district to better monitor development.
- Guidelines and documented process of consultation
- Report on GEDSI data analysis and utilisation in the planning process, i.e. RPJMD, Renstra, RPJMDes, RKPD, etc
- Improved SEPAKAT-SIPD application
- Documented process of policy and guidelines development for SIPD-SEPAKAT operationalisation.

Relationship Management
This role will be working closely with SKALA Implementation team and with government counterpart, especially Bappenas and MOHA. This position will report to LOGIS Lead
Selection Criteria
- Master Degree in Sociology with a minimum of 10 years’ experience in research, data science, data analyst, including familiarity with SIPD-MOHA
- Technical proficiency regarding database design development, data models, techniques for data mining, and segmentation.
- Experience in handling reporting packages like Business Objects, programming (Javascript, XML, or ETL frameworks), databases
- Proficiency in statistics and statistical packages like Excel, SPSS, SAS to be used for dataset analysis
- Adept at using data processing platforms
- Excellent interpersonal skills and written and verbal communication skills.
- Excellent problem-solving skills.
- Ability to work both independently and as part of a team to achieve goals.
Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
