Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
This position is responsible for assisting the People & Culture Lead and People & Culture Manager in managing the People & Culture (P&C) unit, as well as establishing and implementing a human resource management framework, particularly for payroll and benefits, performance management, and staff learning development.

About You
Specific Responsibilities
Remuneration and Benefits

  1. Support People and Culture Manager in coordinating payroll for all locally engaged personnel (including consultants) using available payroll system and/or other available options.
  2. Responsible for preparing, register, payment and movement documents of BPJS Kesehatan and BPJS Tenaga Kerja.
  3. Responsible for distributing all locally engaged personnel and consultant tax certificate document.
  4. Responsible for compliance activities for timesheets, invoices, monthly report and leave forms as required to process payroll.
  5. Monitor staff annual leave and advise line managers on their team members leave balance.
  6. Process payments in relation to P&C activities on the corporate finance system as per finance guidelines.
  7. Responsible for staff health insurance management, including data collection and registration of all staff and their eligible dependents. Ensure any medical claims are processed smoothly and in a timely manner. This includes providing accurate and updated data or information needed, to Lead & Manager – People & Culture or to management, in coordination with insurance company or the broker, for any health insurances queries and polis renewal process.
  8. Provide a focal point for medical check-up queries, data collection and record management, for both a candidate of new hiring and annual medical check-up of existing staff.

HR function and services

  1. Contribute to the revision of the P&C Manual and the development of P&C policies and procedures in liaison with People & Culture Lead, and other corporate policies as required.
  2. Manage the maintenance and retention of program P&C records and the P&C Information System in accordance with SKALA P&C Manual, DT Global policies and procedures with a specific focus on ensuring hard copies are maintained where required and confidentiality requirements are maintained.
  3. Prepare contract variations (including contract renewals and Service Orders) for locally engaged staff and consultants.  
  4. Support the recruitment process during high-volume recruitment as needed.

Performance Management

  1. Support People & Culture Manager to coordinate the implementation of SKALA’s performance management cycle and maintain/update the relevant system.
  2. Proactively follow up with SKALA personnel to ensure all SKALA staffs are trained to use PDP system and provide ongoing support to ensure they use the system efficiently and effectively.
  3. Review performance goals and indicators (agreed between staff and Line Manager) to ensure they meet the SMART indicator requirements (Specific, Measurable, Achievable, Relevant and Time-bound) and ensure they are revised accordingly.

Learning and Development

  1. Assist People & Culture Manager to coordinate the implementation of initiatives under Learning and Development Framework.
  2. Identify suitable training providers for identified areas of learning and development and work closely with Procurement Unit for conducting relevant procurement processes, and following selection of preferred vendor, coordinate delivery of such trainings.
  3. Receive training requests from staff, assess relevance against position and provide recommendation to People & Culture Manager/Lead.
  4. Assist the people and culture manager in keeping track of staff mandatory training completion and following up with the respective staff for any incomplete mandatory training.

Other Duties:

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
  • Proactively identify and report risks and manage risks within your level of accountability.
  • Undertake other duties as required by the Program

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Relationship Management

This position will report to People and Culture Manager and maintain close working relationships with other members of People & Culture Unit and Operations Team. This position will also work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers.

 Selection Criteria

  1. Bachelor’s degree in human resources management, business administration, or a related field.
  2. Minimum 7 years of experience in human resources. Experience of working with DFAT or donor-funded programs or will be an advantage.
  3. Prior experience in in managing/coordinating staff performance management and staff capacity development initiatives.
  4. Have a good knowledge and understanding of Indonesia Local Labour Regulations.
  5. In-depth understanding of payroll procedures, laws, taxes, BPJS Kesehatan and BPJS Tenaga kerja.
  6. Proficient in using MS Office – Word, Excel, PowerPoint and Outlook.
  7. Have strong time management, as well as organisation and administration skill.
  8. Have strong interpersonal skill, sound confidentiality, ability to be impartial and have objective justification.
  9. Excellent communication skills in Bahasa Indonesia and minimum intermediate level skills in English.
  10. Understanding of gender equality and social inclusion issues.

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
