Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars: 

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery  
  • Pillar 2: Better sub-national governance for service delivery 
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

The Role
As a member of the implementation team, the Coordination Manager will be responsible for supporting the Director, Implementation on all matters pertaining to overall program facilitation, day-to-day operation and technical support across SKALA’s 8 provinces. This may include general administrative support, the development of PowerPoint presentations and other materials required for GoI meetings, facilitation of planning meetings, management and technical implementation support for the subnational team and other reporting requirements.   

The Coordination Manager will play a critical role in the collaboration between and coordination with the subnational Leads to ensure all activities are aligned with the SKALA workplans and Government of Indonesia (GoI) priorities.

About You

Specific Responsibilities 

Under direction of the Director, Implementation the Coordination Manager will: 

Subnational team management

  • Provide support to the subnational team in the implementation of the annual work plan. 
  • Foster a cohesive and collaborative work environment, including working relationships with strategic partners. 
  • Provide linkages between the subnational teams on knowledge sharing and learning. 
  • Support the Director, Implementation on performance management, providing coaching and feedback for sub-national teams. 
  • Ensure that there is effective coordination and collaboration with other DFAT and donor programs working on cross program issues in each respective SKALA province. 
  • Support the Sub-National teams in coordination and resource management, including monitoring and management of resource inputs and quality control in public financial management, minimum service standard, data and analytics and gender equality, disability and social inclusion.
  • Support the Sub-National to consolidate input from provinces to thematic leads in Jakarta, and support implementation team in developing material for advocacy, capacity building and analytical work.

Administration

  • Support program governance arrangements such as coordination of the Provincial  Program Committees to ensure timely production of quality materials and effective coordination between SKALA and GoI (Government of Indonesia).
  • Provide oversight of the implementation team budgets and progress, financial planning and expenditure tracking, including oversight on ToR development, coding, and approval processes in accordance with SKALA Operational manual and policies.
  • Coordinate regular reviews to improve implementation and administration processes.

Communication

  • Create and develop strong relationships with stakeholders, donors, partners, and GoI.
  • Draft and edit high-quality material for use with the SKALA team and partners, including PowerPoint preparation and contributions to 6 monthly and annual reports and plans.
  • Contribute to monitoring and learning activities and facilitate the use of information, data and learning for team work planning and budgeting.

Reporting 

  • Collaborate with SKALA’s management team in the preparation and provision of quality inputs for the 6 monthly and annual reports as required. 
  • Proactively identify and report risks and manage risks within your level of accountability to the Director, Implementation.  

Compliance

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. 
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.   

Job Requirements

  •  Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.  

Relationship Management 

This position reports to the Director, Implementation and will work closely and effectively with a range of stakeholders, including Implementation team, all other SKALA team members, the SLT, DT Global corporate team and relevant GoI counterpart.  

Selection Criteria 

Essential

  • Postgraduate qualification in social sciences, management, public policy, or other relevant discipline.  
  • A minimum of 10 years previous managerial and operational experience on development programs in Indonesia with sound judgement, decision making and quality assurance experience.  
  • Demonstrated previous working experience with the central Ministries, and a sound understanding of protocol and coordination with GoI, particularly BAPPENAS, MoHA and MoF.   
  • Familiarity and proficiency in working within an online portal environment such as SharePoint for file sharing 
  • A demonstrated understanding of the Indonesian decentralisation processes including relevant laws, policies, regulations and the political economy of the sector.  
  • Demonstrated understanding of GoI processes and ways of working with sound judgement, decision making ability and quality assurance experience.  
  • Proven capacity to manage workplans, multiple activities and tasks concurrently 
  • Able to work independently and with initiative; appreciates new approaches and has the ability to adapt to a changing implementation environment 
  • Good analytical, written and verbal communication skills, with the ability to communicate with a variety of audiences and produce good written products and reports.  
  • Ability to work independently and to tight deadlines and produce high quality documentation.  
  • Exceptional verbal and written communication skills in English and Indonesian with ability to communicate with a wide range of stakeholders from diverse backgrounds.  

Desirable  

Knowledge and awareness of the different needs of traditionally disadvantaged stakeholders such as women, the elderly, vulnerable and people with disabilities or special mobility needs.  

Remuneration
Remuneration Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
