Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery
  • Pillar 2: Better sub-national governance for service delivery
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanagh Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role

The SKALA Office has organized an internship program to provide a framework by which students from diverse academic backgrounds, particularly those related to project management and/or development studies, may be assigned to support various assignments and tasks at the SKALA Office. Through this internship, their educational experience can be enhanced through practical work assignments, as well as providing an opportunity to make substantive contributions to the SKALA’s office work. 

The Governance Intern will support the Governance, Strategic, and Quality teams by providing technical support as well as organizational, administrative, and logistical assistance. Through this role, the intern will gain knowledge of both the substantive and operational aspects of the Governance’s programs.

Specific Responsibilities

Under the guidance of the Planning and Quality Lead and in close coordination with the Governance Manager and Governance Coordinator, s/he will be involved and learn from the following tasks in supporting: 

Strategic, Governance, and Quality Management

  1. Learning the concept of Thematic Action Plan as well as providing support to the monitoring and evaluation of the 1st semester implementation of the AWP 2024-2025-based Thematic Action Plan. 
  2. Learning the SKALA Program Governance Guidance and provide support to the compilation and analysis of documents required by the guidance such as BAST report and handover certificate and key governance and donor’s meeting materials. The key outputs are:  

1.      Summary of output achievement based on event/technical assistance provided.  

2.      All supporting documents for BAST are completed. 

3.      Briefing notes and PPT materials for key governance meetings 

4.      Develop minutes of meetings 

  1. Proactively identify and report risks and manage risks within your level of accountability. 

Organisational Tasks: 

  1. Assist in other Governance, Strategic, and Quality implementation work, including programme assistance functions, such as mailing, logistical arrangements (meeting and travel arrangements, etc) and organisational coordination (liaison with participants, etc) 
  2. Maintain a resource database of experts, strategic partners, officials, and institutions, updating event list, ensuring the most relevant and up-to-date information, to facilitate programme related contacts and communication. 
  3. Undertake other tasks and activities as requested. 

Job Requirements 

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. 
  • Work may require long, and flexible hours as needed. travel is not required  

Deliverables 

  1. Documented consultation, workshops, meetings, and discussions with government activities. 
  2. Documented input to data visualization works. 
  3. At the end of the assignment, the intern should write a simple report on output she/he learn during her/his tenure as an intern.  

Expected Outcomes

The internship provides an opportunity for the intern to gain experience working in an international development program and provide the intern with the opportunity to learn about international development affairs – the work of the SKALA to support the Government of Indonesia including provincial government. The intern can gain knowledge about the work environment and work ethics as well as skills in planning, monitoring and evaluation, management, coordination, and administration skills. 

Relationship Management 

This role will be working closely with Governance, Strategic, and Quality Unit including with technical experts and government counterpart, ie: Bappenas, Kementerian Keuangan dan Kementerian Dalam Negeri. This position will report to Planning and Quality Lead. 

Selection Criteria 

Essential 

  1. Fresh graduate of bachelor’s degree students and/or enrolment in the last year of a master/post-graduate degree with various mayor such as: development study, public administration, management, international relations, international developments, economics, and social sciences. 
  2. Demonstrated governance and/or public administration capabilities: event management in campus, thematic seminar, etc 
  3. Demonstrated interest on SKALA’s Governance works areas. 
  4. Demonstrated strong analytical and writing skills and experience preparing documentation, simple excel analysis, and meeting notes for the internal team. 
  5. Demonstrated capability to operate Microsoft, word, outlook, and power points and/or other presentation application and Microsoft projects will be preferable. 
  6. Excellent interpersonal, written, and verbal communication skills in Bahasa Indonesia and English. 
  7. Ability to participate full-time during the internship for 12 consecutive weeks. 

Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
