The SKALA Program has been honored with a special award from the Ministry of Home Affairs at the SPM Awards 2024.

The Synergy and Collaboration for the Acceleration of Basic Services (SKALA) has been honoured with a special award from The Ministry of Home Affairs (Kemendagri) for its outstanding contribution to strengthening policies and implementing Minimum Service Standards (SPM) at the regional level. The award was presented at the 2024 SPM Awards ceremony held in Jakarta.

The SPM Awards serve as a commendation from the central government to local authorities that have demonstrated exceptional performance in delivering crucial services of high quality. Notably, Madeleine Moss from the Australian Embassy graced the event and accompanied the Deputy Minister of Home Affairs, John Wempi Wetipo, in presenting awards to deserving local governments.

“SPM is aimed at ensuring the realisation of the community’s individual rights and ensuring access to essential services that local governments are obligated to provide under relevant laws and regulations,” stated Pak Wempi.

2023 marked the fifth year of SPM implementation across Indonesia. Monitoring and evaluation results revealed a consistent upward trend in the average index value over the years – 52.53 percent in 2019, 62.45 percent in 2020, 69.71 percent in 2021, 76.94 percent in 2022, and 83.29 percent in 2023.

The Ministry of Home Affairs aspires to achieve a 100 percent average index value by 2024, aligning with the target set by the 2019-2024 National Medium-Term Development Planning (RPJMN). Local governments can leverage the e-SPM reporting application to support this goal, facilitating the submission of SPM implementation reports. This application also serves as a comprehensive monitoring and evaluation tool at central, provincial, and district/city levels, aiding in performance and budget tracking of SPM implementation in the regions and enabling policy analysis by the central government. The successful utilization of this application is complemented by the support of the SKALA Program.

This year’s SPM Awards encompassed three categories, with West Java Province securing the Best Province award, Bogor Regency clinching the Best Regency title, and Makassar City emerging victorious in the Best City category.
