NTB Launches Satu Data Metadata Book 2025: Building a Strong Foundation for Inclusive Development

Mataram, 11 September 2025: The Provincial Government of West Nusa Tenggara (NTB – Nusa Tenggara Barat) has launched the Satu Data Metadata Book 2025, a new guide to help government, researchers, businesses, and the public access more reliable and accountable data. The launch, held at Gedung Sangkareang, the Governor’s Office, was attended by senior government officials and development partners, including SKALA, the Indonesia-Australia Partnership to Accelerate Basic Services.

The publication, formally titled ‘Metadata NTB Satu Data – NTB Satu Data Sectoral Data Collection Guidelines 2025’, was launched in the presence of Acting Provincial Secretary Lalu Moh. Faozal, senior provincial officials, the Head of the Regional Development Planning Agency (Bappeda – Badan Perencanaan Pembangunan Daerah), the Head of Statistics Indonesia NTB (BPS – Badan Pusat Statistik), and the Head of the Provincial Communications and Information Office.

This launch marks an important milestone for NTB in strengthening the implementation of One Data Indonesia at the provincial level, in line with Presidential Regulation No. 39/2019 on One Data Indonesia and Minister of Home Affairs Regulation No. 5/2024 on One Data for Subnational Government. The metadata book serves as a guide for all provincial agencies in collecting and managing sectoral data. It records 921 types of regional data, covering regular statistics collected by government agencies in sectors such as health, education, agriculture, mining support data (IUP– Izin Usaha Pertambangan), Minimum Service Standards (SPM – Standar Pelayanan Minimal) data, and national priority data. Each dataset includes definitions, methodologies, standards, and verification mechanisms, ensuring the data are well classified, credible, and verifiable.

In his remarks, Acting Provincial Secretary Lalu Moh. Faozal underlined the importance of metadata as a foundation for government agencies to produce quality data. He noted that metadata will help make NTB’s planning and budgeting processes more accurate and reliable. He also emphasised that metadata is central to achieving the province’s long-term vision of becoming a Prosperous and Globally Connected NTB (NTB Makmur Mendunia), which prioritises poverty reduction, food security, and world-class tourism development, as outlined in the NTB 2025–2045 Regional Development Plan (RPD – Rencana Pembangunan Daerah)

While the benefits of metadata may not always be visible immediately, they are substantial. Open access to data helps the public better understand the direction of development. Researchers and academics can use it as a sound basis for pursuing research and innovation, the media as a reliable source for accurate reporting, and businesses as a standardised reference for market analysis and investment planning. With metadata in place, development in NTB is expected to be more transparent, better targeted, and more inclusive, ensuring its benefits reach all levels of society, including vulnerable groups often left behind.

Preparation of NTB Satu Data Metadata 2025 was supported by the SKALA Program through technical facilitation, mentoring, and capacity building for provincial officials. SKALA Team Leader, Petra Karetji, highlighted that the value of data lies not only in numbers but in its ability to strengthen public trust, inform policy, and deliver tangible improvements to people’s lives. She noted that with strong metadata, NTB is well positioned to ensure development is genuinely felt across the community.

The launch of the NTB Satu Data Metadata 2025 marks the start of NTB’s transformation in data governance. The provincial government is committed to ensuring the metadata is updated regularly, applied effectively in planning and budgeting, and replicated at regency and city levels. Through these efforts, NTB aims to position itself as a leader in strengthening subnational data governance in Indonesia.

Closing the event, the Head of Bappeda NTB, Iswandi, called for stronger collaboration and cross-sector partnerships. He emphasised that quality data governance depends on close cooperation, which forms the foundation for transparent, inclusive, and sustainable development. With the launch of the 2025 metadata guidelines, NTB has taken an important step forward in ensuring data are not just numbers, but a foundation that gives direction and meaning to development.
