Gorontalo and Maluku Exchange Lessons on Regional Data Portals and Executive Dashboards

Accurate, integrated, and accessible data is increasingly essential for evidence-based planning and budgeting at the subnational level. Through the Satu Data Pemerintahan Dalam Negeri (SDPDN) policy, the Ministry of Home Affairs encourages all provincial and district governments to strengthen their data governance, including the development of regional data portals and executive dashboards that support monitoring of development progress and the President’s Priority Programs. While many provinces continue to advance their data systems, practical examples and peer learning remain important for accelerating progress.

Reflecting this collaborative spirit, the Provincial Governments of Gorontalo and Maluku held an inter-provincial learning session on 21 November 2025. The session, supported by the Indonesia-Australia Partnership Program and SKALA (Synergies and Collaboration for Service Delivery Acceleration), brought together provincial Communication and Informatics Offices for an online discussion to strengthen data provision for executive decision-making.

The Government of Gorontalo Province shared its experience developing an Executive Dashboard to monitor various aspects of regional development. The dashboard provides key information for provincial leaders, including data on government assistance and its distribution, priority programs at national and provincial levels, staff attendance, regional revenue, government assets, and sectoral data on education and health. Gorontalo has also begun to include non-formal data sourced from local electronic media to provide additional insights into public sentiment. Together, these efforts demonstrate the province’s commitment to presenting data that is timely, accessible, and directly useful for decision-makers.

Gorontalo also shared its approach to integrating information systems across local government offices with the Gorontalo Regional Data Portal (PENTAGON). The province is currently testing the integration of data from the national Sistem Informasi Pemerintahan Daerah (SIPD) through the PELITA SDPDN platform, enabling faster use of data for program evaluation. This integration aligns with the Ministry of Home Affairs’ directives to strengthen SDPDN implementation at the subnational level.

For the Government of Maluku Province, the session provided valuable insights into Gorontalo’s experience in designing and managing data provision systems. Maluku officials observed how data workflows can be developed progressively through system integration, stronger coordination across local government units, and improved technical capacity within teams. The discussion also highlighted shared challenges, such as expanding sectoral datasets, improving interoperability, and increasing participation from local government offices in supplying data.

Beyond knowledge sharing, the session strengthened working relationships between the two provinces. Both agreed to continue coordination through an online communication group established after the discussion, enabling ongoing information exchange and technical consultation. This coordination reflects a shared commitment to improving their data ecosystems through closer collaboration.

This inter-provincial learning activity underscores that strengthening data governance relies not only on national policy but also on provincial initiative and mutual support. The cooperation between Gorontalo and Maluku demonstrates how progress can be accelerated when provinces learn from one another, build trust, and work together to advance data systems that contribute to better planning and improved community outcomes.
