Collaboration Strengthens Climate Planning in Nusa Tenggara Barat through Sea Level Rise Data Dashboard

Climate change is placing increasing pressure on public services, infrastructure, and socioeconomic across Indonesia, including in Nusa Tenggara Barat (NTB). To respond to these growing risks, the NTB Provincial Government has launched the Sea Level Rise (SLR) Dashboard, a digital platform that visualises coastal risks and supports evidence-based planning. 

The initiative was developed in collaboration with the Ministry of National Development Planning (Bappenas – Kementerian Perencanaan Pembangunan Nasional) and the Ministry of Home Affairs (Kemendagri – Kementerian Dalam Negeri). Introduced on 21 October 2025 at the Provincial Development Planning Agency (Bappeda – Badan Perencanaan Pembangunan Daerah), the dashboard enables subnational governments to analyse the impacts of SLR on basic services and guide climate-resilient planning. The launch formed part of the agenda “Collaborative Analysis of Sea Level Rise Impacts for Implementing Minimum Service Standards in Climate-Resilient Development Planning in NTB.”

SLR analysis shows that more than 17,000 households in NTB could be affected if sea levels rise by one metre. This risk could disrupt basic services, weaken coastal economies, and heighten the vulnerabilities of poor households, people with disabilities, and older people. To address this challenge, Bappenas, in collaboration with Kemendagri and supported by the SKALA Program and UN Global Pulse, has integrated SLR analysis into the SEPAKAT platform, an integrated planning, budgeting, and poverty analysis system managed by Bappenas to strengthen evidence-based policymaking.

The dashboard allows local governments to combine climate and socioeconomic data from the macro to the micro level. This analysis provides a stronger evidence base for setting policy priorities, protecting basic services and designing adaptation efforts for communities most at risk.

NTB Vice Governor Indah Damayanti Putri reaffirmed the provincial government’s commitment to act on the findings of the SLR analysis.

“The major flood in Mataram a few months ago reminded us that climate change is real. This analysis is essential for helping us understand the impacts of climate change, especially on the poor and vulnerable. NTB is committed to using these findings to guide development that is resilient, fair, and sustainable”, she said.

From a national planning perspective, Maliki, Deputy for Population, Manpower, and Culture at Bappenas, emphasised the importance of SEPAKAT as an evidence-based policy instrument.

He explained, “We encourage all local governments to use SEPAKAT to identify the impacts of sea level rise on communities’ socio-economic conditions. By doing so, the required interventions – both adaptation and mitigation – can be implemented as early as possible.”

Support from international partners has also strengthened these efforts. Simon Flores, Counsellor for Development and Humanitarian Affairs at the Australian Embassy, highlighted the importance of cross-agency collaboration.

“Partnerships are crucial. With evidence-based planning, we can ensure resources are used efficiently and communities are better prepared for future challenges”, he said.

Through collaboration between central and subnational governments, and development partners, NTB now has a stronger analytical tool to enhance climate preparedness and protect basic services. This initiative is expected not only to strengthen development in NTB, but also to serve as a model for other provinces in Indonesia facing similar risks.
