Building a Strong Foundation for Disaggregated and Accurate Data in South Papua: Tiered Capacity Building to Expand the South Papua Indigenous Peoples Information System (SIRIOS)

To build a more inclusive and evidence-based development future, South Papua is strengthening the way it collects and uses data, starting at the grassroots level. Guided by the national vision of One Data Indonesia, the province is expanding the reach of the South Papua Indigenous Peoples Information System (SIRIOS) through a series of training-of-trainers sessions. These sessions were facilitated by SKALA, an Australia–Indonesia Government Partnership program aimed at accelerating basic service delivery. 

This initiative is grounded in Presidential Regulation No. 39 of 2019 on One Data Indonesia, Ministry of Home Affairs Regulation No. 5 of 2024 on One Data for Domestic Governance, and South Papua Governor Regulation No. 10 of 2025 on the South Papua Indigenous Peoples Information System. These regulations collectively emphasise the need for reliable data as the foundation for targeted and effective development planning. 

District-Level Implementation: Merauke Takes Action 

As an initial step, the Merauke District Government held a Training of Trainers for SIRIOS in March 2025. The goal was to train SIRIOS master trainers who would then coach enumerators at the village level. These trainers are expected to serve at the frontline in sharing technical knowledge and skills on the use of SIRIOS across South Papua. Their presence is essential to ensuring that the system is implemented consistently and uniformly at all levels of government. 

Following the provincial-level training, Merauke Regency began conducting follow-up training at the district level, including in remote areas such as Kimaam Island. These sessions involved district officers who were trained to become data verifiers for disaggregated Indigenous Papuan (OAP) data and were also responsible for entering the verified data into SIRIOS. 

With trainers and verifiers now deployed across districts, the data collection process is expected to run smoothly, with a target of 100% coverage of Indigenous Papuans in the system. This reflects the local government’s strong commitment to inclusive development planning based on disaggregated data from the grassroots. 

SIRIOS: The Backbone of OAP Data Collection in South Papua 

SIRIOS is designed as a contextual household data system tailored to the specific needs of South Papua’s communities. Trained village cadres are responsible for collecting data directly from households before it is verified by the Village Head and uploaded to the system. 

The key strength of SIRIOS lies in its cross-regional data integration. The collected information is linked in real-time to provincial servers and can be accessed via dashboards at the village, district, regency, and provincial levels. This ensures the availability of by-name, by-address data, which is critical for accurate analysis, planning, and budgeting, particularly for Indigenous Papuan communities. 

Tangible Impact and Future Directions 

As of 2025, 89 district-level data verifiers had been trained in Merauke Regency. This marks a significant milestone in ensuring the smooth implementation of disaggregated socioeconomic data collection across the province. 

This series of trainings provides clear evidence of the strong collaboration between the local government and SKALA in establishing data-driven governance. With a robust foundation of disaggregated data in place, South Papua now has a firm footing to more effectively and sustainably improve the welfare of its people, especially its Indigenous communities.
