Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery
- Pillar 2: Better sub-national governance for service delivery
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

The Role
The Knowledge Management Senior Manager will report to the Communications and Public Diplomacy Lead, to support in managing and overseeing knowledge management program, advocacy-related efforts, stakeholder engagements and other related support, at the national and regional levels. The incumbent will be responsible for capturing, packaging and dissemination of knowledge related outputs, including using a mix of social science tools and new approaches.

About You
Specific responsibilities will include, but not be limited to the following:
- Produce, implement and monitor a comprehensive strategy for KM activities that supports SKALA to develop and deliver advocacy-centred information across a broad range of stakeholders;
- Manage end-to-end KM cycle, including working collaboratively with partners, in collecting, publishing/disseminating and promoting knowledge products, sharing lessons learned, best practices and evidence-based recommendations including leveraging various tools, which may include blogs, stories, websites, podcast, videos, social media strategies and messages, webinars, events, and engaging materials related to basic service delivery;
- Coordinate and Support SKALA team in developing, curating, and producing materials on evidence-based best practices, policy advocacies and lessons learned;
- Promote a culture of learning and knowledge sharing within SKALA team through organising regular learning sessions (involving both SKALA and external presenters), and sharing information relevant to SKALA’s area of work.
- Facilitate and coordinate, including with partners, communities of practice of thought leaders at the government, business, non-government service provider, academia and civil society levels;
- Support and monitor engagement efforts in reaching non-traditional actors through strategic media outlets;
- Develop plan to monitor periodically, to help identify knowledge gaps, areas of improvement and optimise processes; and
- Other tasks and duties as assigned.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
- Proactively identify and report risks and manage risks within your level of accountability.
- Undertake other duties as required by the Program

- Work may require long, and flexible hours as needed. Travel is based on need.
Relationship Management
This position will work closely and effectively with a range of stakeholders, including all other Program staff, the DT Global corporate team and other external service providers. The position will report to the Communications and Public Diplomacy Lead.
Selection Criteria
Education and experience:
- Master’s degree or similar advance degree in Communications, Knowledge Management, International Relations/Public Affairs, Journalism, Political Science or related disciplines.
- Minimum 15 years plus of experience in Knowledge Management role, including minimum 5 years at the senior management level, preferably for DFAT-funded Program.
- Proven experience in producing and/or implementing KM Plan/Strategy; including in planning and implementing campaigns for Development issues.
- Experience and skills in developing and implementing creative and successful KM cycle, including events and social media products.
- Experience in policy research and/or public policy environment is preferred.
Technical Skills and Knowledge:
- Advanced understanding of national and regional level of basic service delivery issues, strategy, policies, and programs
- Demonstrated analytical & conceptual skills and aptitude for learning the latest scientific/evidence-based approaches to national and regional level poverty reduction strategy and programs and translating them into communication and KM initiatives.
- Familiarity with public sector governance and development, regional planning, policy development and reform, poverty reduction and other related areas.
- Proven excellent presentation and writing skills.
- Proven ability to coordinate and consolidate information and generate KM material for different audiences.
- Demonstrated experience in establishing and maintaining positive working relationships with key sector partners, stakeholders, and media networks.
Interpersonal Skills:
- Proven record of strong networking and stakeholder engagement experience, with the ability to work in sensitive situations and challenging policy environments.
- Able to work very effectively with a range of government agencies, development partners (including donors, multilateral agencies, and non-government agencies).
- Fluent in written and spoken both Bahasa Indonesia and English.
- Ability to work in complex environments with multiple tasks, competing priorities, and short deadlines.
Remuneration
Successful Indonesian nationals will be engaged under a national contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
