Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 17 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

• Pillar 1: Stronger national level enabling environment for sub-national service delivery
• Pillar 2: Better sub-national governance for service delivery
• Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups

About the Engagement

SKALA is seeking a qualified service provider to redesign and redevelop its website into a modern, secure, responsive, and user-friendly platform available in both Bahasa Indonesia and English. The website should reflect SKALA’s branding and communication strategy for the new program phase and serve as a well-organised public repository of SKALA’s publications, knowledge products, and other resources, enabling users to easily access, search, and reuse relevant information across different platforms.

In addition to website development, SKALA requires a provider capable of establishing a flexible and scalable technical foundation to support its knowledge management architecture, integration with the Knowledge Management Centre, and potential future AI-enabled features. The provider must also ensure the seamless migration of existing content without data loss, preserve search engine optimisation (SEO), and meet current standards for website performance, cybersecurity, mobile responsiveness, and inclusive accessibility in accordance with WCAG 2.2 AA. Furthermore, the provider is expected to deliver reliable hosting, ongoing technical maintenance, and support services throughout the contract period, supported by clearly defined Service Level Agreements (SLAs).
