Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars: 

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery. 
  • Pillar 2: Better sub-national governance for service delivery. 
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups. 

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role

The Fullstack Developer will support SKALA and its government counterparts, particularly relevant ministries/agencies and local governments in the Papua region, by providing expertise and technical input related to the development and implementation of the Papua Planning and Budgeting Information System (SIPPP), which serves as a supporting system for the planning and budgeting of Papua’s affirmative development programs. The consultant will also prepare capacity-building activities for government staff to strengthen the management and development of the SIPPP system. In addition, the consultant will support the integration of SIPPP with other national and sub-national systems, including but not limited to SIPD-RI, SIKD-Otsus, and other related systems.

About You

Specific Responsibilities        

  1. Provide technical expertise to support the development of the Papua Planning and Budgeting Information System (SIPPP) to ensure that the planning, budgeting, and implementation processes for Papua’s affirmative development discussions are aligned with regulations and government policy needs.
  2. Provide technical input to the business process of system integration design in coordination with SKALA and government counterparts, ensuring that planning and budgeting data, particularly related to affirmative development and Minimum Service Standards (SPM), can be accessed easily, accurately, and in a timely manner.
  3. Lead the development and enhancement of the SIPPP application, including integration with SIPD-RI, SIKD-Otsus, and other supporting systems within the affirmative development planning and budgeting process for Papua.
  4. Support system integration at both national and sub-national levels through the utilization of unified socio-economic data, such as the National Unified Socio-Economic Data (DTSEN), to strengthen data-driven planning and policy-making processes.
  5. Provide input to national and sub-national data governance policies to ensure the effective utilization of planning, budgeting, and unified socio-economic data within SIPPP.
  6. Assist in the transfer of knowledge and skills to government counterparts to ensure sustainable capacity for the management and development of the SIPPP system.
  7. Develop frequently asked questions (FAQ) and answers for SIPPP users.
  8. Carry out other tasks as requested by SKALA.

Other Duties

  1. Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  2. Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  1. Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  2. Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

  1. Documentation of the business processes and system development of the Papua Development Acceleration Information System (SIPPP).
  2. Documentation of inputs for development design and finalization of data updating mechanisms as part of the system handover process.
  3. Documentation of inputs related to data-sharing mechanisms, business procedures, and interoperability between SIPPP, SIPD-RI, SIKD-Otsus and other related systems.
  4. Documentation of inputs for the development of features supporting planning, monitoring, and implementation of Papua development acceleration within SIPPP.
  5. Source codes, algorithms, and handover documentation to government counterparts.
  6. Documentation of the development, testing, and deployment processes of SIPPP from the source code.
  7. Documentation of the process for developing policies and operational guidelines for SIPPP.
  8. Frequently Asked Questions (FAQ) and answers for SIPPP users.
  9. Frequently Asked Questions (FAQ) and answers regarding new features and application updates in SIPPP.

Relationship Management

​​​​The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. 

Selection Criteria

Essential

  1. Minimum Bachelor’s Degree (S1) in Information Systems, Computer Science, Informatics, or other relevant fields, as evidenced by a diploma/certificate;
  2. Minimum 2 (two) years of work experience as a Fullstack Developer, particularly in developing web applications using modern frameworks;
  3. Proficient in front-end development (React.js, Vue.js, or Angular) and back-end development (Node.js, Laravel, or CodeIgniter), including API development, user authentication, and data management;
  4. Proficient in both relational databases (MySQL, PostgreSQL) and non-relational databases (MongoDB);
  5. Able to work collaboratively within a system development team using Agile/Scrum methodologies;
  6. Experienced in deploying applications on servers (VPS/cloud) and version control management using Git/GitLab;
  7. Understanding of web application security standards and government data management practices;
  8. Preferably experienced in developing government information systems (e.g., e-Planning, e-Monev, or integration with SIPD/SIKD);
  9. Capable of performing system performance optimization and efficient debugging; and
  10. Able to prepare technical system documentation and support cross-platform integration.

Preferred

  1. Experienced working on community development projects involving government and development partners, especially related to social protection for people with disabilities.
  2. Experienced working with Government of Indonesia.
