Program Background
The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:
- Pillar 1: Stronger national level enabling environment for sub-national service delivery.
- Pillar 2: Better sub-national governance for service delivery.
- Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.
SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. The Role
This position works closely with Lead Aceh and the rest of the Aceh team members in providing expertise and technical input for the enhancement of the SYEDARA (System Electronic Pendapatan Rakyat Aceh) platform to ensure provincial revenue is optimized and monitored. The roles will be included in analysing, improving, and supporting the effective utilisation of the SYEDARA information system.
The consultant will conduct a comprehensive analysis of the existing system to enhance its quality and improve various aspects of the platform. He/she will also support in providing input to improve capacity of the system to process data in providing evidence-based policy related to regional financial management. The consultant will also contribute to other system development that is also supported by SKALA, ensuring alignment with broader governmental objectives.

TOR – Business System Analyst-SYEDARA
About You
Specific Responsibilities
Based on general guidelines from Province Lead – Aceh, this position will be under the coordination and supervision of the Provincial Engagement Specialist (PES) and responsible to Province Lead – Aceh, for the following responsibilities:
Business Analysis:
- Explore business process of SYEDARA in consultation with users/stakeholders, including but not limited to roles of stakeholders, data share, system issues, etc.
- Provide recommendation on rooms for improvement of SYEDARA business process, including its system and governance needs.
System Analysis:
- Translate business process needs into technical requirements.
- Prepare functional and non-functional system specifications.
- Design system flows, DFD (Data Flow Diagram), ERD (Entity Relationship Diagram), etc.
Coordination and Validation:
- Coordinate with stakeholders and developers during the development cycle.
- Facilitate UAT (User Acceptance Test) with users, ensuring that the solution built meets business and technical needs.
- Provide documentation of all processes and facilitate training as needed. Also create and maintain technical documentation regarding business process and its implementation in the application development.
- Support the development and implementation of maintenance procedures, monitor systems health, gather system statistics, and troubleshoot reported errors and alarms.
Other Activities
- Provide support for daily, weekly, and monthly analysis of revenue performance, comparing actuals against targets and realization.
- Provide technical and functional support to our users across government particularly relevant to local revenue.
- Meet and coordinate with internal and external stakeholders to establish project scope, system goals, and requirements Perform other tasks as required by SKALA.
Other Duties
- Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
- Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.
Job Requirements
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
- Work may require long, and flexible hours as needed. Travel is based on need.
Deliverables
- SYEDARA Business & System Analysis: BRD, functional and non-functional specifications, system flows, DFDs, ERDs.
- SYEDARA Performance & Utilisation Reports: Regular analysis of revenue targets vs realisation and system usage.
- Revenue Forecasting Tools & Templates: Short, medium, and long-term PAD forecasting based on electronification data.
- System Documentation & Knowledge Products: Technical documentation, SOPs, FAQs, and training materials.
- System Operations & Maintenance Support: Evidence of system health monitoring, issue resolution, and security practices.
- Handover Documentation: Complete and structured handover to government counterparts.
Relationship Management
This role will be working closely with SKALA Implementation team and with government counterparts, especially with Province Aceh government. This position will report to Aceh Lead
Selection Criteria
Essential
- Bachelor’s or master’s degree in computer science, Information and Technology, Economics, Mathematics, Finance, Business Administration, or Engineering or related field with minimum 10 years experiences.
- At least 7 years of experience in system analysis and/or business process development for regional development planning applications or similar, proven by a project history list and work reference letters for experience in large-scale application development within government agencies.
- Experienced in providing support for implementation of program which focus on the use of data digitalization (information system) and analysis for evidence-based planning and budgeting.
- Strong technical proficiency, including in-depth understanding of database maintenance and Possession of professional certification relevant to the field.
- Ability to analyses business needs and translate them into system specifications.
- Knowledge and experience in creating BRD, DFD, and ERD documents.
- Ability to communicate and coordinate with various stakeholders (stakeholders, users, developers).
- Experience in government application development projects in the field of regional development planning.
- Strong interpersonal skills, ability to maintain working relationships with key stakeholders in government administration principles, coupled with advanced computer hardware, software, and analytical skills.
- Proven ability to assess business needs and translate them into relevant solutions
- Excellent problem-solving skills and ability to work both independently and as part of a team to achieve goals. Excellent interpersonal skills and written and verbal communication skills.
- Demonstrate the ability to carry out capacity development and share knowledge for the Government of Indonesia and Regional Governments as well as SKALA program staff.
- Understanding of gender equality and social inclusion issues.
